The University Science Park originated in the middle of the last century and was proposed by Stanford University.It relies on the University Science Park to continuously make breakthroughs in the technical field.Enterprises,universities and university science parks work together to obtain economic benefits.Since then,the university science parks in various countries have developed rapidly,their numbers and scale have grown,and their development momentum has been rapid.With the continuous exchange of economy and culture and the deepening of open cooperation,university science parks have been introduced to developing countries from developed countries.In the late last century,China founded the first university science park,the National University Science Park of Northeastern University.All countries attach great importance to the development of university science parks.The same is true for China.The government has given many favorable policies and created many favorable conditions for promoting its development.China has 115 national-level university science parks.The University Science Park has an irreplaceable role in technological innovation and economic development,and is of great significance for building an innovative country.There are some problems in the development of anything.At present,some university science and technology parks in China have a certain degree of resource shortage,and the management of university science parks also has problems.Firstly,this paper analyzes the research status of the functional orientation,evaluation methods and evaluation index system of science and technology parks from domestic and foreign perspectives.Summarize the current research results and shortcomings,and briefly describe the incubator theory,regional innovation theory,social grid theory,business incubation theory,scientific and technological achievements transformation theory,evaluation theory,etc.,for the analysis of the operation mechanism of university science parks,evaluation indicators of university science parks.Secondly,establish an evaluation index system for the operation effect of national science parks in Liaoning Province,and then collect data through field visits and questionnaires.Thirdly,the eigenvalue analysis method and the entropy weight method are used to calculate the index weights,and the BP neural network model based on particle swarm optimization is used to evaluate the effect.Finally,according to the evaluation results,the existing problems in the operation of national science parks in Liaoning Province are pointed out,and corresponding countermeasures and suggestions are put forward.This paper combines the university science park support theory system,scientific and technological achievements transformation theory and evaluation theory,and evaluates the operation effect of the university science park based on the analytic hierarchy process,the entropy weight method and the BP neural network model based on particle swarm optimization.It is of practical significance to strengthen the comprehensive level of university science parks in Liaoning Province.
