As new manufacturing industry upgrading and economic development of the Internet,the practice of Production-Education Integration policy is not only beneficial to promote the development of vocational education and higher education in our country,but also to improve the ability of cultivating innovative abilities,it is also the important way to promote the reform of human resource from the supply side,and also the key to build an innovation-oriented country,it also can promote the practice"Double First Class Project".This paper uses the theory of policy network to analyze typical cases of the implementation of Production-Education Integration policy through interviews.Through the analysis,it is concluded that the democratic and transparent political environment,the economic environment which is having "new normal" and the social environment is full of trust,equality.So the environments create an environment conducive to the implementation of production-education integration policy.In the process of implementing the Production-Education Integration policy,multiple actors are involved,including government agencies,relevant departments,such as schools,enterprises,experts,scholars,students and media,etc.Different actors have different states and roles due to their different resources,interest demands and strengths.In addition,the status of different actors and their relationship with each other constitute their own exclusive network structure,and different subjects interact with each other to form network relations of different strength and depth.With the deepening of the integration of industry and education,the depth and intensity of the interaction between the subjects of various policy behaviors are increasing day by day.In the formed policy network,all subjects basically follow the principle of rationalism and pursue the maximization of their own interests according to their own resources.Through the field investigation of the implementation process of industry-education integration policy in Liuhe high-tech zone of Nanjing,it is found that there are problems caused by excessive attention to their own demands among the subjects,such as the situation that the government management is too strict or the management is not in place,and there are also problems such as poor information communication from the perspective of policy network interaction.In view of these problems,this paper puts forward possible policy suggestions:each behavior subject finds the correct position and participates actively;strengthen the communication and coordination function of policy network;improve the external policy environment and promote its efficient implementation.
