Do The Minimum Wage Can Promote The Quality Of China's Export Products Upgrade

Since 2001,China's accession to the WTO,China's GDP has been maintained more than 8%growth rate until the year of 2011.In 2012,China's GDP growth rate has fell below 8%for the first time,until 2015,China's GDP growth rate has dropped to 6.9%.Facing the pressure of China's economic downturn,export trade which being a part of boosting China's economy,has an important position.Under the background of the disappearance of the low labor cost advantage,it is the way which we must insist for China to adhere to the substainable economic development strategy by improving the quality of China's export products.As a policy measure to improve the welfare of workers,when the minimum wage standard system improves the economic income of workers,do it will affect the production behavior of enterprises?This paper analyzes the impact of the minimum wage system on the quality upgrading of Chinese enterprises' export products from the perspective of product quality.First of all,according to the heterogeneous enterprise theory model,the experience of Hallak&Sivadasan(2009)and Shi Bingzhan(2013)is used to measure the quality of export products at the enterprise level in China,and the result are summarized from 2000 to 2010 the overall trend of export product quality.Then,according to the experience,this paper builds up the measurement model,and uses the panel data from 2000 to 2010 to analyze the effect of the minimum wage increase on the quality of China' s export products.And finally draw the conclusion,and put forward the corresponding policy recommendations.According to our measured data and empirical analysis,this paper draws the following mian findings:First,from 2000 to 2010,China's export product quality in different time trends have fluctuated,but from the entire time period,we can see that the product quality is on the rise.Second,different trade enterprises,different types of enterprises with different types of export products,a slight difference in quality,product quality trends are not the same.Third,after empirical testing,from the whole,whether it is current or lagging a minimum wage increase on the quality of China' s exports of products to upgrade the negative impact.The average wage of the average increase of one percentage point,the quality of corporate exports fell about 0.023.Fourth,different types of enterprises export product quality by the minimum wage adjustment of the degree of slight difference.Compared with the processing trade enterprises,the quality of export products of general trade enterprises is more likely to be reduced by the minimum wage increase.The most obvious is that compared with other ownership types of enterprises,the quality of state-owned enterprises export products by the minimum wage system to minimize the extent of the minimum wage for every one percentage point,the state-owned enterprises export product quality fell only about 0.004.To sum up,the minimum wage as a labor welfare policy,from the perspective of workers to help protect their basic income and maintain social equity.For enterprises,the minimum wage increase led to rising corporate export costs.If companies do not have the technical capacity to digest and transfer labor costs,it will reduce the quality of export products,which is to promote enterprises to enhance international competitive and by improving their product quality to expand the scale of trade and improve the sustainability of trade has a negative impact.Most of our export enterprises,especially those with high technical and capital requirements,rely on their foreign technology and experience to learn and imitate.Due to the lack of independent innovation ability,the minimum wage increase to the export enterprises to bring the cost of production pressure,further inhibiting the enterprise independent research and development and innovation.Therefore,in order to promote and improve the trade environment of China' s export enterprises,it is necessary for the government to improve the minimum wage standard system through certain policy measures so as to ensure the basic income level of the labor force and to reduce the pressure on the production and operation costs,To further encourage and guide enterprises through the improvement of product quality to obtain sustained profitability of space.
