Social sports instructors are an important force in Chinese national fitness and an important support for the development of mass sports.The management of instructors directly affects the development of instructors and the progress of sports,which is crucial for the national fitness.Through the investigation and analysis of the current situation of the management of social sports instructors in Hebei Province,this study deeply recognizes the basic situation and the difficulties of the management of social sports instructors in Hebei Province.According to the characteristics of the management of social sports instructors in Hebei Province,relevant regulations and documents,the actual content of expert interviews and management work,this paper develop innovative idea to solve the current management dilemma.The innovative idea is the "Management Plan" of social sports instructors in Hebei Province.The purpose is to improve the management level and accelerate the development of the team of social sports instructors in Hebei Province and improve the efficiency of management work.In the design of the "Management Plan" of Hebei Social Sports Instructors,this paper summarizes the actual situation and the characteristics of the management of social sports instructors in Hebei Province ? Secondly,through.The design of the indicators of the"Management Program"provides a strong guarantee for the development of the management of social sports instructors in the later period.In addition,the network management mechanism is integrated into the scope of daily management,which substantially reduces the work pressure of managers and applies the technology of the network to overcome the problems in management and simplify the management work.This paper mainly has three stages : The first stage is to know the current development of social sports instructors at domestic and foreign countries by consulting relevant literature on the management of social sports instructors.The second stage is to understand the current situation of the management of social sports instructors in Hebei Province through field trips and investigations.The third stage is the identification of the indicators at all levels by the instructor "Management Program".Through research,the following conclusions are drawn:(1)At present,the management of social sports instructors in Hebei Province hasalready possessed the corresponding management institutions and management experience.The Hebei Provincial Sports Bureau Group and the Hebei Provincial Social Sports Instructors Association undertake the specific management affairs of the provincial social sports instructors.The municipal sports bureaus and the municipal social sports instructors associations are responsible for the division of labor management of social sports instructors.According to the relevant regulations of the state,the Hebei Provincial Sports Bureau Group and the Hebei Provincial Social Sports Instructor Association are mainly responsible for the management of national and first-level instructors.The municipal sports bureaus and municipal associations are mainly responsible for the management of secondary social sports instructors.The district(county)-level sports departments and associations are responsible for the management of the three-level instructors.(2)The dilemma of the management of social sports instructors in Hebei Province mainly concentrates on four aspects.The first aspect is the dilemma of personnel composition,which mainly includes the aging of the instructors,the unbalance of gender ratio,the low level of education,and the low actual guidance rate.The dilemma of managers mainly includes frequent job mobilization,unclear division of labor,lack of management personnel,etc.The second aspect is the dilemma in organizational management,which mainly includes the information gathering work of the instructors,the supervision of the training and guidance,the development of the activity projects,the notification of various activities,the promotion of the event activities,and the improvement of the reward mechanism.The third aspect is the dilemma ini Instructional training,including the single form of training,short training period,lack of innovation in training content,and low actual guidance rate of instructors.The dilemma in the fourth aspect is the lack of funds for the event and the lack of site facilities.(3)Based on the technical knowledge,institutional innovation,organizational innovation and other relevant management theory knowledge in management science,we have developed innovative idea to solve the current management dilemma,and completed the theoretical design of the "Management Plan"of social sports instructors in Hebei Province.This paper uses the Delphi method to select and modify the indicators at all levels,and finally establishes the indicators of the "Management Plan" of the social sports instructors in Hebei Province.The "Management Plan" of Hebei Social Sports Instructors consists of two first-level indicators,namely online(network)management,offline(organizational)management,14 secondary indicators,and 51 tertiary indicators.(4)The theoretical design of the "Management Plan" of Hebei social sports instructors can only solve most of the problems of management forms.However,the problem of low guidance rate of social sports instructors still requires managers to establish corresponding incentive policies.Secondly,the "Management Plan" combines online network management with offline organization management,which solves the current management dilemma to a certain extent and makes the management work more efficient and scientific.
