| In recent years,with the rapid development of national fitness cause,the demand for commonweal social sports instructors is increasing both in the quantity and quality.Since the 90's of last century,Zhengzhou City has begun the development of social sports instructors,and has formed a vast team and effective management system nowadays.However,very few people dive deep into the management mechanism of commonweal social sports instructors of Zhengzhou,the survey found.So it is incapable to know its management style,not to mention the accurate grasp of the existing problem and corresponding solution.Under the heading “A Study on the Management Mechanism of Commonweal Social Sports Instructors”,this paper,by using documentary method,interviewing method,questionnaire method and mathematical statistics,gives a brief exposition of the concept and essential characteristics of commonweal social sports instructors and their scale,distribution and working present situation in Zhengzhou,systematically evaluates the management mechanism of Zhengzhou's instructors,and accordingly summarizes the existing problem and provides the targeted solution.The paper mainly draws the following conclusions.First,commonweal social sports instructors refer to the social sports instructors who instruct non-profit social sports.This role is featured in non-profit purposes,various origin,standardized part and enriched services.Second,the number of social sports instructors in Zhengzhou City is over 23,000,which means 2.5 for a thousand people.In so many places as mass and grassroots cultural sports organization,the instructors plays a key role in fitness instruction by the means of preaching fitness knowledge,imparting sports skill,providing consultant about fitness,and organizing fitness activities and sporting performance.Third,at present,Zhengzhou City has formed three-level(central government,province,and prefecture)management system of commonweal social sports instructors,and established segmentary and multi-participation management system with definite subject and clear rights and liabilities.This is a system that mainly relies on the Zhengzhou Sports Bureau and the Bureau of Education in every districts and counties,and also needs the participation of mass sports organizations,grassroots cultural sportsorganization,guild,athletic federal association,and association of social sports instructors.Fourth,Zhengzhou now conducts skill-grading and continuing education for commonweal social sports instructors,and grants them national level,first level,second level and third level respectively by the State General Administration of Sports,Henan province Sports Bureau,Zhengzhou Sports Bureau and Bureau of Education in district and country.Fifth,the management of commonweal social sports instructors of Zhengzhou still has many urgent problems,for example the low working frequency of social sports instructors,the lack of meticulous and clear local management system,small scale and low quality of continuing education training,low insurance level of social sports instructors' work,lax work supervision and appraisal and conducting more rewards than punishments.In view of the existing problems in the management of commonweal social sports instructors in Zhengzhou City,this paper provides some suggestions that Zhengzhou' Bureau of Education in every districts and counties should strengthen task guidance and set grade mechanism of rewards and punishments,localize the management policy issued by the state and province,fully mobilize all forces to carry out the continuing education training activity strictly,establish targeted job assurance system,improve stringency of work supervision and assessment,and enhance the punishment measures.Thereout,Zhengzhou City can improve the management quality of commonweal social sports instructors,promote the construction of the instructor's team,and facilitate the development of national fitness cause. |
