The global water crisis is intensifying,the shortage of water environment and the contradictions caused by it are becoming more and more prominent,and the shortage of water resources in China is particularly serious.Urban water saving is an important way to solve the shortage of water resources,in order to promote water-saving construction in Chinese cities and towns,China has put forward the strategy of building a water-saving society.Construction industry as a high energy consumption,high water consumption industry,the popularization and application of its water-saving technology is of great significance to realize the Water-saving Society,colleges and universities belong to institutions with large-scale buildings,water saving potential is huge,water conservation projects will bring good economic,social and environmental benefits,but also the inevitable requirements of fulfilling social responsibility,therefore,Based on water-saving technology,the research on water saving of university campus has important social significance and application prospect.In order to study the cost-benefit of water saving projects in university campus.With the financial eost and financial benefit of campus water saving project,this paper introduces externalities,the social benefit and the environmental benefit,of water-saving project,and increases the financial cost-comprehensive benefit analysis of water-saving project under the comprehensive level,this paper first expounds the characteristics of university buildings and the definition of water-saving project in university campus,secondly,introduces the technology system of water-saving in university campus,and proposed the corresponding application effect measurement rules and ideas,According to the relevant norms of water-saving technology,the application effect calculation model of water-saving technology of water-saving project in university campus is deduced,at the same time,combined with the full life cycle cost theory,the calculation model of full life cycle incremental cost of water-saving project in university campus is put forward.Then,combined with the market price function of tap water,this paper puts forward the financial benefit calculation model of water-saving technology of water-saving project in university campus,based on externality theory,monetizing externality,using cost benefit fiinction to deduce the external benefit calculation model of water-saving technology of water-saving project in university campus,The cost-benefit evaluation framework,principles and indexes of water-saving projects in university campus are also introduced.Finally,taking the water-saving project of a university in Beijing as an example,this paper analyzes the application effect and cost benefit evaluation of water-saving project,and concludes that:?The application effect of water saving technology in water saving project is good.?Under the level of financial evaluation,water-saving technology,rainwater recovery and utilization technology in water-saving projects have financial feasibility,and the technology of medium water recovery and utilization is not financially feasible.?Under the comprehensive evaluation level,water-saving appliance technology,medium water recovery and utilization technology and rainwater recovery and utilization technology in water-saving projects are financially feasible.?Water price is the most critical factor affecting the cost-effectiveness of water-saving technology.In response to the above research results,the countermeasures of water-saving technology to be adopted by a university in Beijing are as follows:?promoting the implementation of water-saving apparatus technology and rainwater recovery and utilization technology.?in order to achieve financial feasibility of water recovery and utilization technology,transforming the existing water recovery and utilization technology ?when water prices rise by 20%in the future,the recycling technology of medium water will have the financial feasibility of popularization.The suggestions of water saving technology that Beijing should take are as follows:?Through economic subsidies to make up for the implementation of water-saving projects in colleges and universities caused by the lack of economic externalities.?using different policies(economic subsidies or market-oriented promotion)to promote water-saving technologies for different water-saving technologies.?regulating the promotion of water-saving technology through aqueous price.
