Even now higher education of our country is affected by the planned economy system and is regarded as the consumptive activity. The finance of higher education comes from the central government or the local government. The upper governing department directs the organization amount. The university has no pressure and power to reduce the cost of human resource and improve the cost-benefit of the human resource. Along with the economy of our country develops, the universities will be confronted with self-recruitment and self-management under the condition of the market economy. The universities must implement the human resource cost management.As a whole, the thesis makes up of the foreword and the three parts of the text.The foreword defines some conceptions, which is the base of the thesis, so the next chapters can dissertate favorably.The first part presents the human resource management theory. It points out that the development of the market economy requires the universities to implement the human resource cost management. It concretely analyzes the difficulties and needed conditions in the human resource cost management of the universities.The second part builds up the frame of the human resource cost management based on the rules of the economy and education. Secondly it expounds the inner measurement of the human resource cost including the recruitment cost, the development cost, the using cost, the guarantee cost and the demission cost. Thirdly it illuminates the forecast, decision-making, budget and control of the human resource cost management system. Then it analyzes the cost-benefit of human resource, including the cost-benefit of the recruitment, the training and the emolument.The third part introduces the strategies of the university human resource cost saving.It puts forward that the universities design the sound human resource planning to reducethe human resource cost. Then it makes the recruitment plan based on the factors of therecruitment. And it introduces the methods to reduce the cost of the human resource ofdevelopment. Lastly, the thesis establishes the sound emolument system base on the characters of the human resource of the university and their ratio of contribution to the university.
