Nowadays,information literacy is the basic literacy for digital social citizen.As digital natives,primary students must regard information literacy as one of the indispensable core literacies to life and study in ICT environment.So,it is significant for pupils to evaluate the information literacy.At present,K-12 students' information literacy has more mature evaluation theories and practice researches in foreign countries,such as NAP,TRAILS and ICILS etc.However,the related researches of K-12 students in China is still in infancy,especially for primary school students.Therefore,the main objective of the study is to develop a set of scientific and reasonable effective assessment tools for the information literacy of primary school students.By summarizing the connotation and concept of information literacy,typical evaluation models of information literacy and evaluation researches on information literacy of K-12 school students,the study has understood the evaluation framework,emphatic points,evaluation methods,evaluation process and test validity verification of relevant evaluations at home and abroad.Based on relevant theories,information literacy compiling contents and existing information literacy evaluation index system,a question pool was developed,in which there were 52 multiple-choice items.Then,according to the Delphi method,the items were modified and 49 items were retained as pilot test tools.After the analysis of item difficulty,discrimination and Rasch model on the pilot test data of 323 students in grade 4 and grade 5 in a district in central China,this study evaluated the effectiveness of the predictive test tools,deleted,modified and replaced some items,and formed a formal evaluation tool including 37 items.Finally,the tool was used to test 758 fourth and fifth graders in the central region,and Rasch model was used to analyze the results and draw the following conclusions:1)this tool can make a more accurate estimation of students' information literacy level;2)the tool conforms to the one dimension,that is,the test target is information literacy;3)the fitting degree of the items is good,which means the ability of students is estimated accurately and the reliability of the test questions is very high.At the end of the study,19,369 fourth and fifth grade students in the central region were evaluated by the formal evaluation tool,which found that primary school students performed better in the two dimensions of "information awareness and cognition" and"information morality and law".The "Information Application and Innovation"dimension was performing poorly.The overall performance of the fifth grade students was slightly better than that of the fourth grade students.The overall performance of the female students was better than that of the male students.
