Research On Management Measures Of Developing Subsidized Poverty Students

Establishing and improving the university student financial aid system is an important work content of the party and the country to win the fight against poverty and build a well-off society in the field of higher education.The report of the 19 th National Congress of the Communist Party of China pointed out that the main contradictions in our society have been transformed,and the focus of student-funded work has gradually changed.These changes have put forward new requirements for college students' funding work to a higher level.Specifically,the focus of college student funding in China is to transform the educational equity level of “not letting a student out of school because of family difficulties”into not only the starting point,but also the individual sustainable development level of eagerness to learn.In recent years,the state has given high priority to the funding of poor students in colleges and universities,and invested heavily in the economy.In 2018 alone,it invested 115.03 billion yuan for poverty-stricken students.And in the "Implementation Outline for the Improvement of Ideological and Political Work in Colleges and Universities",it is clearly pointed out that it is necessary to establish development-type funding,which points the way for colleges and universities to promote funding.The so-called development-oriented subsidy is relative to the support of subsidies.It refers to the continuous development of the economy and society.From the basic economic needs of only concerned about poor students to the economic assistance of poor students,capacity building,psychological care and moral quality.The need for dimensions ultimately helps poverty to grow and achieve sustainable long-term development.Development-oriented funding has carried out a certain degree of practice in various universities and has shown a good state of development.However,it is undeniable that there are still some problems in the current development fund management process.From the perspective of management,this paper has carried out in-depth excavation and analysis of the problems of management objectives,participation subjects,management process and team building.Further drawing on the funding management model of the United Kingdom,the United States,and Japan,summing up the lessons of experience,and proposing management strategies for development-oriented funding:First of all,accurate identification,scientificclassification management.Specific requirements for accurate identification,accurate project allocation,accurate funding,and accurate assessment of funding;Second,we must integrate resources and enrich the participation path.Look for the hand at the government level,school level,social level,and individual level;Once again,we must strengthen safeguards and improve management mechanisms.Improve the integrated development-oriented funding supervision mechanism,build a multi-dimensional development-oriented funding evaluation mechanism,and build a cross-cut development-oriented funding feedback mechanism.Finally,we must lay a solid foundation and optimize the management team.Strictly control the entrance,standardize personnel selection,focus on training,improve team capacity,attach importance to professionalism,and establish professional awareness.
