In recent years,as China's economy has entered “new normal”,its opening-up strategy has been changed.Based on the conception of “a community with a shared future for mankind”,China proposed the “the Silk Road Economic Belt and the 21st-Century Maritime Silk Road”(the abbreviation for the “Belt and Road”)initiative in 2013.In May 2017,the Chinese government clearly proposed to highlight the idea of ecological civilization in the construction of the “Belt and Road”,promote green development,strengthen ecological environmental protection,and jointly build a green belt and road.In this context,this paper takes 33 countries along the “Belt and Road” as an example,uses the stochastic frontier analysis(SFA)method to measure their green total factor productivities(TFP),and reveals the impact mechanism of green TFP from the perspective of market distortion,which will contribute wisdom to the construction of the green “Belt and Road”.The main work and conclusions of this paper are as follows:(1)Based on the direction distance function,the green TFP and its decomposition items(ie,technical change and efficiency changes)in 33 countries along the “Belt and Road” from 1995 to 2012 have been estimated by SFA.The empirical results show that the green TFPs in the countries along the “Belt and Road” show a slow growth trend in 1995-2012,with the average annual growth rate is 1.4%,which is equivalent to an increase of 27.032% in green TFP in 1995-2012.In terms of regions,the main driving force for green TFP promotion in Asian countries comes from technical change,while the driving force in European countries comes from efficiency change.(2)Market distortion has a significant negative effect on the green TFP of countries along the “Belt and Road”;the more distorted the market,the less green TFP.Based on the counterfactual measurement analysis method,the maximum green TFP can be improved by 4.04%,and the average can be increased by 1.24% after eliminating market distortions.Among them,the most improved years are 1995,2001 and 2009.(3)The degree of industrialization also constrains the growth of green TFP;while the use of foreign capital and government behavior promotes the growth of green TFP.The research in this paper shows that in order to improve the green TFP and achieve the goal of the green “Belt and Road”,countries along the route should encourage the development of low-carbon industries with high technology content and low pollution levels,increase the introduction of foreign capital,vigorously upgrade scientific and technological capabilities.At the same time,they should formulate relevant policies according to local conditions.Specifically,Asian countries should optimize the corporate management structure,change the operating system,thereby to improve efficiency change;let relevant European countries should increase investment in scientific research,improve industrial technology level,so as to improve technological progress.
