In order to meet the public demand,must have the support of the public products and services,and for public goods and services is non competitive and non exclusive,because of the existence of "free rider" mentality,so as not to be able to rely on the market and private way to provide,in this part to meet the needs of the public can only rely on the government.In modern society,the level of supply of public goods and services is one of the standards to measure the degree of civilization of a country.It can not only reflect the administrative concept and supply ability of the government,but also determine the degree of satisfaction of the public demand.With the development of economy and society in China,the government pays more and more attention to the supply of public goods.Government procurement of public services to social organizations is a new model of supply.It is the system innovation of the new public management idea in the west,which has been accepted by the system at the end of last century,and has gradually expanded its scope of application.Now,our government in the pension,health care,education,sports and other fields have begun to try this kind of supply model.Among them,the purchase of sports public service started late in recent years,only in some areas to carry out a pilot attempt.The construction of the public sports service system in our country has been focusing on competitive sports in the past,and the whole nation system,especially the training of Olympic athletes.The main content of this paper includes two parts,one part is combing with the government purchase of public sports service theory,is apart of empirical research,collect relevant information,Changzhou municipal government over the purchase of public sports service present situation analysis,found the problem,finally to find optimal solutions.Specifically,this paper includes the following parts:1,introduction.This part is the introduction,which mainly introduces the background and significance of this paper,and a literature review on the research of the topic.2,the theoretical basis of the architecture.In this paper,based on a wide range of relevant research literature,this paper constructs the theoretical framework of this paper,focuses on the new public management and other major theoretical sources.3,based on the framework of basic theory,this paper further introduces the characteristics and functions of the government to buy public sports services,and shows that the management measures have practical significance.4,on the basis of theoretical research,the empirical research part of this paper is launched.Based on the related data collected in Changzhou municipal government to buy,are analyzed and summarized,through comprehensive analysis of the Changzhou municipal government in recent years,the purchase of public sports service behavior to judge the status quo,and points out the problems.5,combined with a comprehensive analysis of the SWOT-PEST method,optimization of background on the buying patterns of the Changzhou municipal government conducted a comprehensive analysis,a comprehensive analysis of the Changzhou municipal government to buy mode have advantages and disadvantages,and the direction and feasibility of the optimization of mining.6,on the above theoretical and empirical research results,combined with the actual situation of Changzhou City,put forward the optimization scheme of Changzhou municipal government mode,for the government to buy the practice to provide reference and guidance.Finally,the government purchase of public sports service mode of theoretical research,the Changzhou municipal government to buy mode operation experience and optimization scheme is summarized,and the future research in this field is prospected.
