Minimum wage system,as the primary defense line to protect workers' rights and interests,has been a hot issue of widespread concern in society.Since 1995,Shaanxi Province has implemented the minimum wage system,and the minimum wage standard has been rising year by year.However,with the continuous improvement of economic development and rising consumption level,the demand for basic wages of workers is also growing,especially for low-income workers,lower wages have been unable to maintain their basic living needs.Although Shaanxi Province strictly enforces the national standards and implements the minimum wage system,there are still some areas that trample on the rights and interests of workers' minimum wage.In view of the above reasons,this paper introduces the history,current situation and implementation of the minimum wage in Shaanxi Province on the basis of literature research and comprehensive analysis.Based on the national conditions,it analyses the development of the minimum wage system in Shaanxi Province,explores and optimizes the minimum wage system in Shaanxi Province on the basis of fully drawing lessons from the implementation of the minimum wage system at home and abroad.Wage system.Firstly,this paper systematically expounds the related concepts and basic theories involved in the minimum wage system,and then comprehensively analyses the development status of the minimum wage system in Shaanxi Province,summarizes the main problems existing in the implementation of the minimum wage system,mainly in the aspects of enterprise execution,government execution and supervision,and excavates the problems around the above problems.The reasons lay a solid foundation for how to improve the security function of the minimum wage system in the following chapters.Secondly,this paper expounds the problems and reasons in the operation of the minimum wage system in Shaanxi Province.By summarizing and finding the problems in the formulation,implementation and supervision of the minimum wage system in Shaanxi Province,and analyzing the causes of these problems,laying a good foundation for the following better suggestions.Thirdly,by learning from the good experience of some developed countries and some cities in China and their advantages in the formulation and implementation of the minimum wage system,we can bring some enlightenment to optimize the minimum wage system in Shaanxi Province and provide ideas for better protection of the legitimate rights and interests of the working people.Finally,in view of the above problems,in order to improve the security function of the minimum wage system in Shaanxi Province and to enable enterprises to better implement the system,this paper puts forward three suggestions: first,in the aspect of system formulation,make the minimum wage system more reasonable in content,more adequate in basis and more comprehensive in scope of protection;second,in the aspect of implementation,we should adjust the time as uniformly as possible,diversified implementation,improve the awareness of enterprises and workers about the minimum wage system,better implement the minimum wage system;Third,in terms of supervision,improve the legislative level of the minimum wage,strengthen the construction of the provincial supervision force and the evaluation of the implementation of the minimum wage system,establish an Internet monitoring and reporting platform,and strengthen the supervision of workers over enterprises.
