The minimum wage system is a guarantee system of universal labor market for basic living needs of individual workers and their family members and maintain the reproduction of labor force.The implementation efficiency of the minimum wage policy is related to whether the basic rights and interests of the workers with the lowest incomes are guaranteed and whether the adjustment of social income distribution and reduction of the gap between the rich and the poor have achieved significant results.Since the introduction and implementation of the minimum wage system in China is still short,a series of problems or difficulties cannot be ignored in the process of implementation.For example,Liaoning province has implemented a minimum wage system since 1995,which has repeatedly increased the minimum wage in order to protect the legitimate rights and interests of low-income workers.However,there is a lack of theoretical and empirical research on the policy effect of the implementation of the minimum wage policy.Through the investigation to collect the implementation of the minimum wage policy in Liaoning province,Empirical study on the policy implementation in Liaoning province.First of all,on the basis of understanding the basis of the implementation of the minimum wage policy in Liaoning province,combining with the survey results,analyze and find out the problems existed in the implementation of the minimum wage policy First,the minimum wage policy implementation standards are low.Two,policy implementation is not flexible.Three,the propaganda of policy implementation is not in place.Then,analyze the causes of the problems in policy implementation.Firstly,the unscientific formulation of minimum wage policy leads to the deviation of policy implementation;secondly,the government administrative accountability mechanism is not perfect;thirdly,the target group did not form a correct understanding of the policy;and fourthly,the social and environmental factors restrict the effectiveness of policy implementation.Finally,put forward the countermeasures to solve the problem.The first is to improve the minimum wage standard determination method;Second,improve the administrative supervision and management system;Third,improving the environment for implementing the minimum wage policy.
