Inquiry-Oriented instruction is an effective teaching mode to develop students' ability to explore and innovate.Arithmetic teaching is the most important part of mathematics teaching in primary schools.Computational ability is also one of the ten core concepts mentioned in the Mathematics Curriculum Standards for Compulsory Education(2011 Edition). However, there are still relatively few studies that combine Inquiry-Oriented instruction with arithmetic teaching. Therefore, based on Inquiry-Oriented instruction, this study designed a coding system framework with three dimensions for students' activities in arithmetic class based on combing relevant literature and interviewing students, using classroom observation method. The student activities carried out classroom observations and records, and got the relevant conclusions: students raised fewer questions and lacked the spirit of inquiry;students' inquiry order had situations that did not conform to the order of knowledge development and children's cognitive rules;there are too many non-exploratory auxiliary activities in classroom. It can be seen from the above that the current situation of arithmetic teaching in primary school is not optimistic. Therefore,in response to these problems, this study carried out a practical exploration of arithmetic teaching and on this basis, the following teaching suggestions were put forward: teachers should change roles and become students' associates and collaborators;focus on cultivating students' active inquiry habits;choose activity forms based on teaching content and students' needs;design the teaching process based on the knowledge generation process and children's cognitive rules;highlight the complete and orderly activity stage in the teaching;carefully design the auxiliary activities to improve the quality of students' inquiry.
