The document design in social work institution is increasingly programmed,organized and refined,which accelerates the promotion of social worker's professional ability,the standardization of social work industry and the accurate measurement of social work evaluation.However,the social worker's instrument has the goals replacement phenomenon.The research subject is the writing methods of social workers at Suzhou Project Department of Shenzhen D Social Worker Institution.Based on the Goals Replacement Theory,this study intends to analyze the performance,influences and reasons of the social worker's writing goals replacement to explore the obstacles and feasibility of the intervention of goals management to goals replacement in document writing.Firstly,the present study analyses the performance and influences of the goals replacement in D Social Worker's Institution document writing.On the basis of interview,observation and other field research,it is considered that the replacement of social worker's writing goal is mainly manifested in five aspects---”quantity covering quality”,“form replacing content”,“stipulation substituting specification”,“writer prior to social worker” and “rating rather than assessment”.Social workers are under the pressure of a wide range of document writing,leading to their decreased passion to social work,hence job burnout.Consequently,they tend to manifest what they have done,thus resulting in formalism.They also play the role of professionals partially,leading to rigid mindset.Furthermore,their “coping with things casually” presenting style can eventually misleads the effectiveness evaluation.Secondly,this paper analyzes the reasons for goals replacement in D Social Work Organization document writing.Via drawing a conclusion of the functional cognition of social workers,management workers and evaluation organizations on the documents,the present study considers that due to influences of factors such as "helplessness and catering","pressure and expectation","chance and necessity",etc.,social workers regard document writing as assignment and instrumental reason substitutes with substantive rationality,both of which lead to the attending of triflesand neglecting of essentials.Finally,the present study gives an analysis of the obstacles and feasibility of goals management of document writing in D Social Worker Institutions.It is believed that the obstacles of implementing methods of goals management intruding to goals replacement lays in the following aspects.Firstly,it is difficult to set up goals due to the dual leadership.Secondly,The goal is not easy to quantify so that it is difficult to measure the service effect.Finally,the scope of independent service is limited due to bureaucratic management.According to above-mentioned analysis,the feasibility of the goals management of social work document writing are presented as follows.Firstly,the consensus for goals should be reached from lower level to higher level.Secondly,close connections at all levels with clear responsibilities are highly necessary.Thirdly,Specific items and multi-measurement should be followed.Finally,dynamic management and timely adjustment are implemented to reduce the frequency goals replacement and the adverse effects.
