The minimum wage standard refers to the minimum labor remuneration paid by the employer according to law,provided that the laborer provides normal labor during the statutory working hours or during the working hours stipulated in the labor contract signed according to law.The implementation of the Minimum Wage Regulations is to protect the legitimate rights and interests of workers,obtain labor remuneration,and protect the basic life of workers and their family members.At present,the formulation of China's minimum wage standard is implemented by the local government-led model,which is formulated by the provincial governments or municipal governments.In recent years,along with the development of China's economy,the government has paid more and more attention to improving people's livelihood and regulating income distribution.Since the 13 th Five-Year Plan,the minimum wage has been raised in various places.Although the minimum wage has been raised,the original intention of the state to formulate this policy has been achieved.It depends on whether the system is effectively implemented in the implementation process.This paper uses CHIP2013 survey data to study the impact of individual characteristics of workers on the implementation of minimum wage,compare the implementation of minimum wage standards in different industries,occupations,unit nature and regions;use 31 national provincial panel data to study the minimum wage standard The impact of factors on the implementation of the minimum wage,explore the rationality of the minimum wage.The results show that(1)gender,age,education level,marital status,and number of years of experience have a significant impact on the implementation of the minimum wage.Men,young adults,highly educated workers,married labor,and the longer-term employees are more likely to pay wages.Above the minimum wage.(2)The implementation of minimum wages in different industries,occupations,unit nature and regions is different: financial industry,transportation,warehousing and postal services,construction industry and other industries have better implementation of minimum wages,public management,socialsecurity and society.The implementation of the organization,accommodation and catering industry,agriculture,forestry,animal husbandry,fishery and other industries is poor;the minimum wage of the unit responsible person is better,followed by the staff,and finally the workers and other occupations;the lowest of the foreign joint ventures The implementation of wages is better,followed by state-owned collectives,and finally individuals and others;the implementation of the minimum wage in the eastern region is better,followed by the west and the middle.(3)When formulating the minimum wage standard,the urban minimum living standard,the urban residents' fixed price index and the per capita GDP are considered,but the influence of other determinants is not considered;the urban residents' price index is considered when adjusting the minimum wage.The impact of the other determinants is neglected,and there are many problems in the formulation and adjustment of the minimum wage.According to the above research,although China's minimum wage system has been implemented for more than ten years,from the actual implementation of the minimum wage,the results are not satisfactory,and the improvement of the minimum wage system still has a long way to go.Therefore,this paper proposes to improve and strictly enforce the relevant laws and regulations on minimum wage standards,eliminate the behavior of sacrificing the interests of workers;reasonably establish minimum wage standards,safeguard the legitimate rights and interests of laborers to obtain labor compensation,and improve the supervision mechanism for the implementation of minimum wage standards,Guarantee the basic life of workers and their family members.
