In the era of scientific and technological strength competition,the “double first class” university is the birthplace of the main scientific research achievements in China.The publication of SCI scientific and technological papers has become one of the important indicators to measure the scientific research achievements of the “double first class” university.In view of a series of problems existing in the SCI scientific and technological papers published by “double first class”universities in China,such as the decline in quality and low international influence,it possesses great meaning and utility value to study the current situation and development trend of SCI scientific and technological papers published by “double first class”universities in order to improve the quality and influence of SCI scientific and technological papers published by “double first class”universities in China.It also offers rational advice for the development of scientific study in “non-double first class” universities.This paper mainly studies the existing circumstances and development trendency of SCI scientific and technological papers published by “double first class”universities in China through statistical analysis of the overall situation,situation in southwest China,aging degree of SCI scientific and technological papers published by 36 schools in category A of “double first class”universities in China.Firstly,this paper chooses some quantitative indicators such as the number of papers,growth rate,composition ratio and quality indicators such as citation frequency,average citation rate,highly cited papers and h index to analyze the overall situation of SCI scientific and technological papers published by these 36 universities in 2008-2017.It is concluded that the number of SCI scientific and technological papers published by these 36 Universities is increasing and the quality is declining rapidly.The results manifest that the average cited proportion is declining dramatically,and international cooperation papers in quantity is insufficient,and the rate of increase of highly cited papers can not catch up with the rate of increase of the total number of papers,and the h index is declining rapidly.Secondly,based on the corresponding quantitative and quality indicators to analyze the quantity and quality of SCI scientific and technological papers published by only three “double-first”universities in Southwest China,and the subject situation,among Materials Science and its Interdisciplinary disciplines,Physical Chemistry and Applied Physics,Sichuan University has the strongest disciplinary advantage,followed by University of Electronic Science and Technology,and Chongqing University has the worst disciplinary advantage.Among the three dominant disciplines,Sichuan University has the strongest disciplinary advantage,followed by the University of Electronic Science and Technology,and Chongqing University has the worst disciplinary advantage.The top ten disciplines of Chongqing University have the strongest advantages in materials science and its interdisciplinary disciplines.Chemistry and its interdisciplinary disciplines have the greatest potential.Metallurgical and metallurgical engineering are the most threatening disciplines.Mechanical engineering and applied mathematics are the weakest disciplines.Finally,using the citation delay model to calculate the cited delay time of the overall,domestically completed papers and international collaborative papers of the SCI scientific and technological papers published by these 36 schools in 2008-2014,at the same time,the optimal model is selected in the citation delay model and BP neural network to calculate the cited half-life,and the BP neural network is selected according to the evaluation result to calculate the cited half-life.The results show that the cited delay time and the cited half-life of the overall and domestically completed papers and international collaborative papers are both reduced first and then increased.The cited delay time and the cited half-life of the international cooperation papers are larger than the domestically completed papers.That is to say,the dissemination velocity and update velocity of papers have a tendency to slow down,and the velocity of dissemination and knowledge updating of international cooperation papers in China is always slower than that of domestic completion of papers.
