Empirical Study On The Management Efficiency Of Universities By The Integration Of Business And Finance

In recent years,government agencies such as the education sector in China have increasingly attached importance to the management of universities.The "13th Five-Year Plan for National Education Development" promulgated in 2017 clearly emphasized the improvement of university management efficiency and the ability to enhance the financial autonomy of universities and to arrange funds.In August 2019,the Ministry of Education,the Ministry of Science and Technology,the National Development and Reform Commission,the Ministry of Finance,the Ministry of Human Resources and Social Sciences and the Chinese Academy of Sciences jointly issued the"Several Opinions on Expanding the Research-Related Autonomy of Universities and Research Institutes",and proposed to strengthen performance management and promote the expansion of universities and research institutes.The autonomy of the scientific research field has comprehensively enhanced the vitality of innovation.In August 2019,the Ministry of Education,the Ministry of Science and Technology,the National Development and Reform Commission,the Ministry of Finance,the Ministry of Human Resources and Social Sciences and the Chinese Academy of Sciences jointly issued the"Several Opinions on Expanding the Research-Related Autonomy of Universities and Research Institutes",which proposed to strengthen performance management and promoted the expansion of autonomy in the scientific research field in universities and research institutes to comprehensively enhance the vitality of innovation.However,at the present stage in China,due to the continuous expansion of the scale of universities,the management of universities often has problems such as redundant personnel,inefficient work,complicated procedures,and lack of communication between departments.Therefore,in order to better implement relevant policies,it is very necessary to improve the efficiency of university management.The integration of business and finance is a management accounting system built by the trinity of business,finance and information technology.According to some research findings,the integration of business and finance will help the project funds and the implementation progress of the project to be carried out simultaneously,and improve the efficiency of fund management.Then,a question worthy of attention is that can the integration of business and finance improve the management efficiency of universities?From the perspective of overall management efficiency,this paper subdivides the efficiency of university management into two aspects:management cost and teacher-student satisfaction.At the same time,the degree of the integration the business and finance can be measured by the communication information system communication frequency and the number of meetings between the finance department and the business department to explore the impact of the degree of business and finance integration on the efficiency of university management.Through literature analysis and theoretical research,this paper believes that the degree of business and finance integration is negatively correlated with the management cost of universities,and has a positive correlation with the satisfaction of teachers and students.This paper takes 123 universities in Shandong Province as the research objects,and collects relevant data through questionnaire survey.Through empirical tests,it is found that the improvement of the degree of business and finance integration of universities can reduce the cost of management work and improve the satisfaction of teachers and students,thus indicating that the improvement of the degree of integration of business and finance can improve the efficiency of efficient management and comply with the requirements of the education department for the reform of university management.The research findings and research conclusions of this paper have certain enlightenment and reference for colleges and universities to improve the management efficiency of colleges and universities through financial integration:(1)realize the connection between scientific research management system and financial system to improve the communication frequency of information system;(2)establish a financial liaison system to in enhance the participation of financial departments in other departments;(3)carry out regular financial presentation to enhance the meeting number;(4)optimize financial service processes to improve teacher and student satisfaction.
