Research On Performance Evaluation Of Government Sponsored Scientific Research Fund Management In J University

Scientific research activities are another major activity of colleges and universities in addition to teaching activities.Scientific research funding is a prerequisite for universities to carry out scientific and technological research activities.Since the implementation of the "project system" management model in colleges and universities nationwide in 2002 in China,although the performance of scientific research funding management in colleges and universities has been substantially improved,many problems have been exposed,such as imperfect systems and low performance evaluation awareness,especially Since the implementation of the "13th Five-Year Plan" in 2016,the number of vertical scientific research projects and the amount of funding for J University have been increasing year by year.These problems are becoming increasingly prominent,and the performance evaluation of financial funding management is the most prominent problem.Therefore,this article takes the vertical research funds of J University from 2013 to 2017 as the research object,evaluates its performance,discusses the importance and solves the problems,which not only helps improving the management level of J University's fund management personnel but also helps to improve the efficiency.Through the collation and analysis of the related data of financial funding of J University,it is found that the current status is not optimistic,there are irregular management of budget management,disconnection of funding management and project management,high cost of scientific research assets acquisition,and no settlement etc.Based on this,the article analyzes it by combining theory with practice,looking for a faster and more effective solution.In the initial stage,the analytic hierarchy process was used to stratify the indicators to find one or more indicators that are more important to the evaluation system;based on the weight of each indicator and the expert score,the fuzzy comprehensive analysis evaluation method and expert scoring method were used to establish the performance of fund management evaluation model.Later,combined with the data,the reasons were analyzed,and it was found that the budget was unscientific,the principle of cost-effectiveness was not considered,the relevant system of fund management was not sound enough,the lack of communication and collaboration among management departments were the main reasons.Based on the analysis of the reasons,the countermeasures are proposed from school level,including optimizing resource allocation,improving information disclosure system,strengthening management of related scientific research assets and problem acceptance management,and establishingacomplete department communication and coordination mechanism and supervision mechanism.Finally,we draw conclusions based on the full text,and put forward the research prospect of this article.
