At present,China's economy has gradually changed from the stage of high-speed growth to the stage of high-quality development.It is in the critical period of changing the development mode,optimizing the economic structure and transforming the growth power.The importance of scientific and technological innovation and technological progress for economic growth is increasingly prominent.However,technological progress cannot come at once.It depends on people's creative labor and innovation environment.In other words,technological progress is endogenous to the economic system.From an economic point of view,technological progress depends to a great extent on the incentive mechanism of economic system for creative labor,that is,the incentive degree of income distribution system for labor.Therefore,how to strengthen the incentive of labor,especially creative labor,is not only a very important theoretical issue,but also a very important practical issue.When the high-speed extensive economic growth is difficult to sustain,the importance of technological progress for economic growth is highlighted,and the influencing factors of technological progress naturally become a concern.From the perspective of incentive,the impact of income distribution on technological progress has a very clear logic,that is,technological progress gains "benefit reward" in the process of improving effective supply and meeting effective demand,and "reward" mainly comes from grant distribution.But from the empirical point of view,the results of income distribution as a distribution function can not be directly used as explanatory variables,we can only start from some "characteristics" of income distribution to examine the problem.The proportion of labor income is an important feature of income distribution.It is the division of capital and labor remuneration,which reflects the incentive degree of economic and social system to labor.Based on this,this paper attempts to study the impact of labor income ratio on technological progress,analyzes the mechanism of labor income ratio on technological progress,and then discusses how to strengthen the incentive of labor or creative labor.This paper first combs the current accounting methods about the proportion of labor income,and on the basis of clarifying the connotation of the proportion of labor income,puts forward a reasonable method to estimate the proportion of labor income.Secondly,based on the incentive theory and resource allocation theory,this paper discusses the relationship between the proportion of labor income and technological progress in detail,and analyzes the influence of the proportion of labor income to technological progress through the combination of theoretical mechanism analysis and mathematical model derivation.On this basis,this paper uses panel data from 1999 to 2017 in various provinces of China to conduct empirical research.The conclusion shows that the proportion of labor income to technological progress has a significant role in promoting,FDI,the degree of opening up,the level of economic development and financial expenditure have a role in promoting technological progress,but also shows that the incentive for workers and fair competition between workers have a crucial role in technological progress.Finally,the policy recommendations of this paper are to further improve the factor distribution structure,protect the rights and interests of workers,improve the proportion of labor income,and then improve the total factor productivity.At the same time,we should reform the state-owned enterprises and improve the ability of scientific and technological innovation.Finally,China should adhere to the policy of opening up to the outside world for a long time,and adhere to the form of foreign trade development that combines "bringing in" and "going out".
