The bystander phenomenon often arouses public criticism in our country,but it is difficult to change.And the phenomenon is emerging one after another.This study aims at bystanders in the field of public safety,develops a set of safety education programs that focus on public concerns,and examines the effectiveness of this program on bystanders in practice.This research mainly uses educational experiment method and questionnaire survey method.First,using the adapted "Questionnaire of Common Concern Awareness of Junior Middle School Students" to conduct pre-experimental tests on third-year students in junior middle school in Suining County,Hunan Province,to find out whether the students have the common concern awareness and the tendency to be bystanders.Then,based on the content of the junior middle school ideological and moral textbooks,it was extended and expanded to write a set of case analysis courses for the bystanders that appeared in public safety,and then based on this,organized a two-month course focusing on common concerns in the questionnaire class.After the end of the course,conduct post-experiment testing,and let the students fill out the questionnaire again,compare the results of the questionnaire with the results of the first test,and combine students' classroom performance and post-class communication to comprehensively judge the effect of the experiment.The average value of the students in the post-test is close to or exceeds 4,and the scores of all dimensions are higher than the pre-test.The difference is significant,indicating that the students' attitudes and behaviors are more and more proactive,and indicating that the students have a stronger sense of common concern and ability.The comparison between the post-test and the pre-test also shows the specific changes in students' public safety concerns: from the concern of acquaintance circles to a wider range of social concerns;from individual hazard awareness to common hazard awareness;from vague behavior to active intervention,the ability to assume shared responsibility is increasing.Studies have shown that public safety education focuses on common concerns,guides students to treat public safety as a common interest,treats public safety issues as a common hazard,and maintains public safety as a shared responsibility,which helps to resolve students' onlooker mentality on public safety issues and improve their enthusiasm and ability to participate in public events.
