A Research On The Public-Orientated Safety Education

There exists a tendency in our primary and middle school’s safety education that public safety education is degraded to personal safety education. Concerning social morality education, this thesis explores on teachers’ understanding of the connotation "public" and a proper approach for students’ better cognition in safety education from public perspective and thus reveals the cause of the tendency mentioned above.Firstly, the author researches on two sets of public safety textbooks in order to find out educators’ general cognition on public safety. Secondly, the author conducts an overall analysis of the connotation of public safety and defines the term "public" from three aspects:public consequences, public causes and citizens’ joint action and thus establishes the framework of this study. Finally, based on the observation and studies of ten primary school courses of public safety education, the author generalizes the current situation of public safety education in primary school from public perspective.The study shows that personal safety guidance is likely to be transformed to public safety guidance in China’s primary and middle school safety education textbooks. In Shanghai’s case, this transformation is expected from the third grade of primary school. Whereas, at national level, this shift is arranged at middle school stage, however, it is to be noticed that personal-oriented safety education is still prevail until high school.According to the study, from public perspective, teachers make the most efforts in guiding students’ safety accidents’ consequences analysis, less efforts in safety accidents’ causes analysis and the least efforts in safety behavior education. Teachers are good at imposing negative public safety education on students with safety accidents cases, including raising their awareness of safety accidents’public nuisance, analyzing direct causes of accidents and developing a personal habit in line with public safety. However they are clumsy at conducting active public safety education using positive safety cases, including sufficient and deliberate guidance to help students be aware of public safety consequences from public interest, analyzing social factors safeguarding public safety:public institutions, pubic management and citizenship behaviors and citizen’s joint actions to be taken to guarantee public safety. All these issues discussed above shed some lights on China’s future public safety education in primary and secondary schools:we need to stick to public perspective in safety accidents cause analysis and safety behavior guidance.
