Reserch On The Index System Construction Of Sport Events Organizers' Credit Evaluation

Our country(China)is promoting the construction of social credit system currently.The coverage of social credit will be gradually expanded to all walks of life with the opening of the credit investigation market.At the same time,after the cancellation of the approval right of sports events,the market appeared various chaotic phenomena such as the default of stars in commercial events,the strike at the competition and the market order of the events was chaotic.This paper puts forward that the reason why the market of commercial events in chaos is that the role of the government is unclear after the cancellation of the approval right of events;market supervision and regulation hasn't been established;the sports law still need to be revised and adjusted.This paper hopes to introduce social credit system and the experience of in the matter and afterwards supervision in the field of sport events management and use the credit evaluation system to supervise the market.It aims to assess the credit criteria of the organizers by establishing the credit index system,so as to achieve the purpose of regulating the events market.Specifically,it includes that in advance,it should have the third party permitted by the government to confirm the qualification of organizations;during the process,the third party market institutions shall conduct assessment and evaluation of the organizations' credit rating and provide appropriate consultation and support;after the event,the third party will conduct the credit rating of the organization.The credit rating of the organization will be used as the main reference for the qualification of the organization.In addition,the introduction of the credit system still need legal system to provide security.This paper believes that it should refer to the program of ?The Outline of Social Credit System Construction? in the process of revising and improving the sports law.Individuals and units that seriously violate the credit code shall be punished accordingly.This article is grounded on the research about credit index system of minor enterprise and the construction of index system at home and abroad.According to Delphi method to get three primary indicators(basic situation,business situation,credit record),seven secondary indicators and sixteen tertiary indicators by analyzing 10 experts' opinions in sports events by 3-round-consultation.In the end,it distributes the weight of all criteria's indicators by AHP and conducts empirical research through the fuzzy comprehensive evaluation.According to the test results,the assessment model is valid and operable.In conclusion,this paper put forward five valuable suggestions from the view of sport events should be carry out by those professional institutions? the whole process still need to be further standardized?we should pay more attention to sport events organization's credit qualification ? the evaluation of the organization should focus more on the qualitative indicators and professional talents and database of credit evaluation need to be trained and established.
