Since the reform and opening up,Chinese universities have developed rapidly,and the number of schools and students has been increasing.Every year,a large number of high-quality graduates have been provided to the society,which has made outstanding contributions to China's economic development and social progress.In his congratulatory letter to the World Conference on the Promotion of Public Scientific Quality,General Secretary Xi Jinping pointed out that science and technology are the first productive forces and innovation is the first driving force for development.In addition to training talents for the country,Chinese colleges and universities also undertake a large number of scientific research tasks,which is an important force in the development of science and technology in our country.In order to rapidly improve the quality of training high-level talents and the level of science and technology in China,the state has put forward the development strategy of establishing "double-first-class disciplines" in China.For this reason,in 2016,the fourth round of disciplines evaluation has been carried out in the scope of national colleges and universities,and the first-class schools and disciplines have been finally determined according to the evaluation scores.This evaluation has a far-reaching impact on Colleges and universities.We know that the level of development of colleges and universities is determined by many factors,so what is the impact of higher education funds on this evaluation? This is the focus of this paper.It is of great practical significance to conduct in-depth quantitative research on it.The main research contents of this paper include:(1)introducing the research background and significance,summarizing the relevant literature at home and abroad,and summarizing the main research contents and possible innovations;(2)analyzing the current situation of local education investment and university development in China through descriptive statistical methods,and exploring the relationship between them preliminarily by using relevant analysis;(3)based on Based on the specific data of local GDP,the number of local colleges and universities,the number of local average students and the participation of universities in the fourth round of discipline evaluation in 2016,the relationship between local education expenditure and the development of colleges anduniversities is investigated by establishing a multi-layer nested model;(4)Based on the comprehensive scores and related variables of the fourth round discipline evaluation of 75 universities directly under the Ministry of Education in 2016,the threshold regression model is adopted.Selecting the central financial allocation and the number of first-class subjects as threshold variables,this paper investigates the non-linear relationship between the central financial allocation per student and the development of colleges and universities;(5)On the basis of summarizing the research conclusions,it puts forward targeted policy recommendations,and looks forward to the future research directions.The main conclusions of this paper are summarized as follows:(1)There is a high correlation between local education funds and the development of universities.(2)The impact of local students' per capita education fee on the running level of local colleges and universities is restricted by local GDP.When the per capita GDP is high,the per capita education expenditure of local students has a significant positive impact on the level of local universities;when the per capita GDP of local students is in general,the positive effect is not obvious;when the per capita GDP of local students is low,the impact is not significant.(3)Choosing the average financial allocation of central students and the number of first-class subjects as threshold variables,the regression results show that the total budget of University expenditure,the number of students,the number of teachers,the number of teachers above deputy senior level and the number of four young people have different effects on the development of universities directly under the Ministry of Education in different district systems.Based on the above conclusions,we put forward some policy suggestions to promote the development of colleges and universities.
