Research On The Management Of University Government Procurement And Project Bidding Based On Multiple Linear Regression

Construction is a system engineering of complexity,both practicality and technology.Particularly,because of varieties of funding sources,high requirements as well as tight time limit,engineering projects in colleges and universities has long been a lack of scientific management constitution.It is the most important goal of high education management to improve the school's teaching environment and research condition in the largest way by fully raising efficiency of execution of funds.As the People's Republic of China government procurement implementation of the ordinance 2015 come into force,there are difficulties and challenges that government procurement bidding engineering management faced,which is how to further specification concerning government procurement,especially in colleges and universities,and how to improve management level of high education institutions' government procurement and bidding to enhance procurement benefits.In this paper a wide range of research has been carried out in government procurement projects' bidding management of colleges and universities,and documentary research methodology was used to sort out current status of government procurement bidding and management and to sum up history of high education institutes' government procurement and bidding management in China,also the projects' characteristics,main problem and causes.Considering multiple aspects such as establishment of regulations and improvement of bidding's process,choosing a typical representative of high education institutes(example as T university)as the typical representative,the paper designed the of specific project government procurement and bidding and then proved the scientificity and feasibility of the optimization management plan through case study method,questionnaire survey method and empirical research method.According to the questionnaire sample data from questionnaires among government procurement and bidding managers in colleges and universities in a national range concerning difficulties the project procurement management would meet,assumptions was advanced and multiple linear regression model was set up to demonstrate the issue that purchasing efficiency,information technology level and practitioners quality has significant influence on procurement bidding management level,and also to sum up the optimization plan,which provides advisory opinions for education departments' next step to revise the engineering projects' procurement and bidding management method.
