Research On Problems And Countermeasures Of Budget Management In H Technician College

Under the new normal of the construction of the modern industrial strategy system,the development of vocational technical colleges and universities has gradually been taken seriously.The capital needs and flow in technical colleges and universities are constantly increasing.Therefore,the ignorance of budget management will exert great impacts on the work efficiency of the organization and staff and seriously hinder the sustainable and healthy development of technical colleges and universities.Accorcing to the revised requirements of the new Budget Law of the People's Republic of China,all levels and departments should establish a sound,comprehensive,open and transparent budget system.However,due to the lack of detailed rules for the implementation of budget management in the Budget Law and the poor communications caused by original budget work mode,H Techician College enjoys rough budget preparation and low budget management efficiency.Due to the imperfection of performance assessment and supervision mechanism,the faculty and student satisfaction has not been improved,failing to promote the connotation development of the College.Based on the theory of budget managemt,this thesis analyzes the status quo of budget management of H Techniciand College and discusses the problens existing in its budget management and the causes.By studying the domestic and for foreign literature and researches related to budget management in universities and public institutions,the author sorts out relevant theories concerning comprehensive budgeting management by methods of case analysis,field interview and literature analysis.Finally,the author finds the following conchusions:First of all,public technical colleges and universities should adot a comprehensive budget managemeent system strategy;Secondly,the organizational culture of comprehensive budget management should be established;Thirbly,the budget lay-out,performance evaluation and supervision system should be optimized;Fourthly,it shall strengthen the training programs for budget-related personnel so as to improve their professional quality.Only by carrying out comprehensive budget management can technical colleges and universities improve the efficiency of resource allocation,run themselves well,teach professionally and educate students.
