Design And Realization Visualized Digital Public Security Control Platform Based On SIP Protocol

As the development of economy and deepening of the reform,we are getting into an all new Modern society development level.Personal violence,mass incidents,emergency public safety incidents and acts of terrorism are on the rise,and the public order and prevention are becoming increasingly severe and complicated.To address these problems,China has proposed "The safe City" and "digital prevention and control" system.However,after the fundamental construction has finished,variety of front-end monitoring protocol and the seamless application among control equipment,massive video resources and business systems becomes issues.It's an important problem to improve the operation ability of visualization prevention and control by exploiting the huge video resources and jointing the prevention and control system.This thesis researches the status of the existing digital prevention and control systems,and analyzes the disadvantages and the factors why the equipments cannot connect and the resources calling cannot cross systems.Then It designs a SIP protocol based whole network session scheme,defines the protocol stack component and extending command of businesses,integrates different video monitor resources and different business application system,such as electronic police,electronic card ports,roads induction,video plans,vehicles dispatched inspectors,and police geographic information systems,provides visualization and implements a combat digital visualization prevention and control platform on the basis of SIP protocol.The contributions of this thesis are as follows:1.It analyzes the status and issues of the existing digital prevention and control systems,integrates the constructing situations of the existing systems and the requirements of user,defines the business process,concludes all the resources of control platform,and finishes the session protocol about the information transmission,share and switching between the platform and other system.2.It researches the vertical network application architecture among province,city and county,designs the technology architecture among equipment level,signal service level and business application logical level and three kinds of database tables,designs the function module of basic and linkage combat businesses on the basis of SIP protocol,and implements extending messages and SIP protocol stack component kit.The research and application of the system implement the video monitoring over different departments and areas,break the limit between different departments,the police types and areas,provide the model of prevention and control,and enhance the quick reaction of city's digitalcooperative operation and combat application with the technology service,further exploit the flattening prevention and control.
