In recent years,the network public opinion,especially the negative network public opinion,has brought new pressure and challenge to the national governance.With the deepening of tax reform,the public is more concerned and sensitive to taxes.The "tax sense era" has arrived,such as the "death rate discussion".Since April 1,2016,with the round of "replacing business tax with value-added tax(VAT.)",the first major tax value-added tax,which is levied by the state administration of taxation(SAT.),begins to involve all aspects of social life.And the important measure of this tax reform is also closely linked to the topic of tax reduction and reduction,which makes the public interest of the state administration of taxation rise significantly,the network public opinion of the state administration of taxation is on the rise.As the "bridgehead" of tax work,the sensitivity of citizens to tax is directly reflected in the grass-roots state administration of taxation.How should the grass-roots state administration of taxation in accordance with the new requirements of network public opinion,doing a good job in the tax related network public opinion management in the era of mobile Internet after the round of "replacing business tax with value-added tax”,building a good atmosphere of network public opinion for the promotion of tax reform and tax work,has become an important subject that the grass-roots state administration of taxation must face in the performance of the tax function.In this regard,this paper adopts the method of investigation and research,and researchs on the network public opinion management of the State Administration of Taxation at grass-roots level in A city where the author work.In addition to the introduction and conclusion,the text is divided into four parts.The first part is the introduction to the related concepts and basic theories in the paper.The second part is the current situation of public opinion management of the grass-roots state administration of taxation in A city.In this part,the paper introduces the practice and exploration of public opinion management on the tax network of the grass-roots state administration of taxation in A city.And taking the public opinion information involving tax from the main network platform of A city as the research sample.,from the appeal of public opinion,the field of public opinion,the characteristics of public opinion dissemination,the degree of urgency and the response of the public mood,the paper analyses the characteristics of the network public opinion involving tax which the grass-roots state administration of taxation facing nowadays.In the third part,the paper focuses on the problems of the grass-roots state administration of taxation's network public opinion management in A city,.According to the example,the paper analyzes the problems in the five aspects,such as prevention of pre control,management mechanism,monitoring and judging,emergency disposal and active guidance,and analyzes the causes of problems in the management of tax related network public opinion.In the fourth part,on the basis of the above research,from the improving the management system for the negative public opinion crisis and the active guidance system for the positive public opinion,the paper suggestions on optimizing the management of network public opinion to the grass-roots state administration of taxation in A city.It includes improving the ability of preventing and control,improving the management ability,strengthening the basic work and improving the ability of monitoring and judging,improving the ability of emergency treatment quickly and effectively,and strengthening the agenda setting to enhance the ability to lead the initiative.In the era of mobile Internet after the round of "replacing business tax with value-added tax”,the management of network public opinion involving tax no longer simply is equated with the " negative response”,which is a long-term,daily,and active job.Through the tax related network public opinion management,we can provide inexhaustible information and social feedback for the reform and development of tax revenue,build a good atmosphere of network public opinion,establish the image of the institutions,maintain the credibility of the institutions,improve the compliance of tax payment and promote the social management.
