On China's Archives Intermediary Service Organization Administering Problems According To Law

With the development of China's national economy,the number of archives has increased dramatically.In particular,the number of enterprises' archives has grown at an unprecedented rate.Among them,financial enterprises are the most obvious,and the cost of specialization in archives management services has obvious advantages,and archives intermediary service agencies have great potential for development.At the same time,various provinces and cities in China have successively promulgated the Measures for the Administration of Archives Intermediary Organizations(hereinafter referred to as the Measures).The Measures have proposed a series of management methods for archive intermediary agencies.The paper addresses the governance mechanisms established by the management methods of archives intermediary agencies in China and To investigate the actual operating conditions of archives intermediaries in Kunming,and put forward implementation countermeasures for their legal governance.The dissertation holds that the management methods of archive intermediaries proposed by the "Measures" are practical and feasible.The implementation of these governance methods is of practical significance for regulating the operation of archives intermediaries and promoting the development of archive intermediaries.This article is divided into five parts:The first part: The introduction mainly introduces the background and significance of the paper's research,literature review at home and abroad,the research methods and ideas of the paper,the focus,difficulty and innovation of the article writing.The second part: introduction to file summary of intermediary service agencies in China,including the background,development status,definition,connotation,types,characteristics,and business of China's archives intermediary agencies.The third part: To file intermediary service institutions in accordance with the governance concept and meaning of introduction,in accordance with the law governing ideas including governing the archives and archives concept of security and confidentiality,in accordance with the meaning of governance include file security andconfidentiality,promote the development and standardization of archives intermediary service institutions,etc.The fourth part: Through visits to Kunming's typical archival agency,to understand the actual situation of its operations,to conduct a detailed collation of interview data,from five aspects of governance subjects,governance objects,governance basis,governance methods and governance content to Kunming City archives intermediary The analysis of the situation of governance by the organization according to law.The fifth part: Based on the detailed analysis of the actual operation status of archives intermediaries in Kunming City,according to the “Administrative Measures for Archives Intermediary Organizations in Kunming City”and the relevant regulations of provinces and cities,some specific countermeasures were proposed,mainly including the archives intermediary agencies in China.There are two parts in the overall construction of the legal system and the governance work carried out according to law.
