Research On Public Archives Participating In The Construction Of The New Think Tanks With Chinese Characteristics

The development of the new think tanks with Chinese characteristics is conducive to the scientific and democratic decision-making of the party and the government,and is of great significance to the improvement of the national soft power and the international influence.With the development of globalization,the public governance environment in China is facing more and more complex challenges,and under the new historical conditions,comprehensively deepening the reform and solving the problems of development made the party and the government increasing the demand for think tanks.At present,the construction of the new think tanks with Chinese characteristics has become an important measure to promote the construction of democratic politics and the innovation of the government.The research on the construction of the new think tanks with Chinese characteristics is becoming a hot spot,and is facing an unprecedented opportunity for development.The public archives have abandoned the close characteristic of the traditional archives that only serve the government.Its service concept,service target and service mode are undergoing fundamental changes,and its social responsibilities are constantly being strengthened.Its basic position is to develop and utilize library resources in various ways and to provide archival utilization and related services for the public.Therefore,the public archives have superior conditions and strong capabilities to participate in the construction of the new thinks tank with Chinese characteristics.In the new period,participating in the construction of the new think tank with Chinese characteristics is an important measure to innovate the service mode of the public archives,to improve the service level of the public archives,and to expand the influence of the public archives.The construction of the new think tanks with Chinese characteristics is a systematic process,which requires a series of supporting services,including a sound legal and policy system environment,high quality think tank talents,high quality information repositories supporting research,efficient research achievement promotion strategy and scientific think tank evaluation system.According to the needs of constructing the new think tanks with Chinese characteristics,this paper analyzes the advantages of public archives to participate in the construction of the new think tanks with Chinese characteristics.It is found that public archives have significant advantages in terms of management system and responsibilities,nature,information resources and professional abilities.These advantages determine that public archives can meet the needs of many aspects of the construction of new think tanks with Chinese characteristics.But at the same time,the public archives also face certain difficulties in the process of giving full play to these advantages.It is mainly manifested in the poor social environment protection,the unoptimistic economic strength,the limitations of the talent team,the challenge facing the collection system,and the urgent demand for innovation in retrieval model.In view of these difficulties,this paper puts forward some countermeasures and suggestions for participating in the new think tanks with Chinese characteristics,namely,to communicate with the government and the think tank actively,to explore a diversified source of funding for the think tank service,to build a high quality think tank service team,to form a collection system based on the demand of think tanks,and to construct a semantic retrieval model satisfying the needs of scholars in think tanks.Through the implementation of these countermeasures and suggestions to clear obstacles for the public archives to participate in the construction of the new think tanks with Chinese characteristics,so as to ensure the full play of the advantages of the public archives and promote their participation in the construction of the new think tanks with Chinese characteristics.
