With the advent knowledge economics age,the profits of population have faded away.The economics growth will depend on more professional talent pool.However,western enterprises experienced three industrial revolutions,particularly under the influence of the scientific management theory proposed by Frederick Winslow Taylor,the Father of Scientific Management,their level of professionalism have improved a lot.The industrialization was relatively late in China,the management theory and staff's level of professionalism fell behind.Facing the gap of history,Chinese corporations have never stopped exploring fast improvement of employees' professionalism.Under the British experts' help,Huawei established the NVQ-centered qualification system,which set a good example for Chinese corporations.At present,the professionals have become the core competiveness.The effective management of talents' ability is the one of company's core competiveness.How to make the talents' development and management meet the demand of corporation strategic development,to reach a win-win situation combined staff satisfaction and corporation development? Managers,especially human recourse manages have to research the topic.The subject of this dissertation is the qualification system of PC software engineer in SW company.SW is an A-share listed company.Firstly,the dissertation shows the research's background,purpose and significance.The research on corporation and staff management was conducted in ways of holding internal seminar,management interview,benchmark staff interview,and carrying out a survey.The current situation of SW and HRM problem were defined through SPSS,"Mc Kinsey problem tree" and funnel method,and the purpose and significance of introducing the qualification management tool were clarified.Secondly,related definitions,history and theoretical base on qualification management was described,which clarified the subject and theoretical foundation of the dissertation.The qualification design principle and frame structure of SW were explained,including how to set the evaluative dimension(behave modules and factors)and standards.In order to illustrate the overall process of qualification-setting,a example of PC software engineers' order was taken.Last but not least,in the perspective of qualification management system and its use,the application of qualification and HR subsystem,like recruitment,performance,salary and training.The problems about enterprise HR planning and staff career development planning,ability improvement,valuation,salary encouragement were solved well.Qualification laid the foundation of effective behavior,professionalism improvement and staff career development path depends on company development path.The new ideas and inadequacy in the process of qualification design were analyzed and concluded.The dissertation is of effective significance for SW improving talents' ability management and core competitiveness,and of reference value for the HRM tools of companies in rapid-growth and quick-change period.
