The Design And Implementation Of Workflow-based Electronic Document Processing System

With the development of informatization,the relationship between a ministry and the dispatched agency is getting closer and closer,and there is a further requirement for its original electronic document processing system.It is especially important to standardize the format of electronic official documents in order to realize the interconnection of electronic documents in the department and the dispatched agency.Over the years,due to the rapid development of informatization,especially the birth of office automation systems,the process of office is very convenient,so that electronic documents are widely used in various regions' governments.Many organizations have built their own electronic document processing systems,but at that time,China did not introduce a set of standard norms on electronic official documents,which led to various forms of national electronic official document,difficulties in interoperability and remote circulation approval is restricted.In the process of designing and implementing the electronic document processing system,according to the idea and method of software engineering,using the object-oriented UML modeling tool,the overall mode of software development is B/S,adopting the language advantage of JAVA cross-platform.In the workflow part,based on the design concepts and characteristics of the mainstream workflow engine Shark and Osworkflow,a set of workflow engine is applied to the electronic document processing system,which can realize the visual drawing flow chart in the system and apply to any business part that has a process,which not only facilitates the development of the program,but also satisfies the needs of different customers for complex business processes at work.The development framework used by this system is Webwork,the data mapping tool adopts Hibernate,and the Webwork framework is for processing business.Similar to Servlet,the main purpose is to the pull-out MVC pattern J2EE Web framework for componentization and code reuse.The environment used for development is Win7,JDK1.7,Eclipse,Tomcat6,Mysql.The electronic document processing system realizes the management module of sending,receiving,signing,filing,reminding and exchanging.The document management completes the business processing such as drafting,review,verification,issuance,typesetting,sealing,and destruction of the external documents;the receiving management completes the processing of receiving,reviewing,registering,sub-organizing,transferring,contracting,handling,etc.of external documents.The signing management mainly completes the business processing of drafting,reviewing,verifying,issuing,typesetting,sealing and destroying internal documents;archive management completes file directory maintenance,pre-archive registration,handover registration and other business processes.The reminder management is mainly the process of urging and checking the official document undertaking process according to the time limit for contracting and related requirements,including drafting reminders and inquiring reminders.The exchange management mainly includes the inbox and the outbox,and the outbox records the status of the sent electronic official documents,and the inbox mainly receives externally transmitted official documents and converts them into the received business.The electronic document processing system designed a business system based on the workflow engine-based MVC three-tier architecture by analyzing the system requirements,which not only satisfies the needs of users,but also simplifies the development process.The electronic document processing system based on the new electronic official document standard is more competitive in the e-government industry of the party and government organs.In the case of interoperability on the electronic official document network,it can save manpower,material resources and financial resources for the government work and improve the efficiency of the user's work.Test methods and experience can be provided for businesses like this project.The content of this construction is the first batch of pilot projects after the introduction of the new electronic document standard.This is a great task.The successful construction of the project means that it will be deployed on a large scale nationwide in the future.Other governments organs can learn from the successful experience of the project and accelerate the level of informationization of government departments.
