Research On The Poverty Alleviation Model Of Digital Culture In Liaoning Province Public Library

In order to ensure that the goal of building a well-off society in an all-round way is fulfilled on schedule,at the Fifth Plenary Session of the Eighteenth Central Committee,held in October 2015,poverty alleviation was included in the ten goals and tasks of the 13 th Five-Year Plan period.Poverty alleviation is a systematic project,including "economic poverty alleviation" and "cultural poverty alleviation",among which cultural poverty alleviation can not only meet the spiritual and cultural needs of the poor,but also stimulate the endogenous motivation of the people in poverty-stricken areas to take the initiative to get rid of poverty,which is in line with the essence of targeted poverty alleviation.As an important cultural and educational institution,public library plays an irreplaceable role and has an unshrinkable social responsibility in cultural poverty alleviation.In 2017,Wu Jianzhong,the director of Shanghai Library,expounded the importance of public library for cultural poverty alleviation,and pointed out that digitalization is the most effective means to achieve targeted poverty alleviation in “Re-discussion of Ten Hot Topics in the Development of Librarianship”.From this point of view,this research probes into the construction of digital cultural poverty alleviation model by public library in Liaoning Province based on the investigation of some poverty-stricken areas.This research mainly discusses the following six parts:The first part,briefly introduces the background and significance of this research.The basic thinking and studying method for this research are decided on the basis of summaring the academic documents on public digital culture and cultural poverty alleviation at home and abroad.The second part,this paper explains the basic concepts and theories related to cultural poverty alleviation,targeted poverty alleviation,public cultural service,and public digital culture service.The third part,through web inquiry,this paper sums up digital cultural assistances' features and situation by provincial public library in China up to now.these digital cultural assistances can be classify into four categories: digital cultural experience and training,digital terminal distribution,digital resources donation,digital culture foundation and platform construction.The fourth part,this paper Interviews with village cadres in some poverty-stricken villages in Liaoning Province.Then,the interview materials are used to provide the basis for library service in poverty alleviation and development.The fifth part,constructing digital cultural poverty alleviation mode of public library in Liaoning,and this paper expounds this model in many ways such as digital resource building,poverty identification,choosing anti-poverty project and evaluation on effects of cultural poverty alleviation.The sixth part,this paper describes the realization routine of this model considering in personnel,fund and technology aspects.Finally,the paper summarizes deficiencies and future development of the research.
