State Owned Assets Supervision Information Platform Design And Research

For the past few years,the SASAC issued a series of regulatory systems and policies to promoting the layout adjustment of the state-owned economy,speeding up the reform and restructuring of state-owned enterprises,clarifying the relationship between property rights of enterprises,establishing and improving the supervision and management system,and ensuring the preservation and appreciation of state-owned assets.At present,however,the means of supervision are relatively backward,basically staying in the static and post-management stage.The supervision has obvious lag,and can not realize the dynamic monitoring and analysis of the state-owned assets of enterprises.The wide application of information technology provides a new way for SASAC to improve the efficiency of state-owned assets supervision,prevent the loss of state-owned assets,and realize the preservation and appreciation of state-owned assets.Making full use of information technology means is conducive to the state-owned assets supervision and management departments to exercise supervision and management responsibilities,improve supervision efficiency and quality.To improve the supervision level of state-owned assets efficiently,timely understanding and analysis of state-owned assets,it is extremely necessary to design and develop an information-based supervision platform for state-owned assets.In the process of the design and development of this platform,the demand analysis is carried out for the supervision mode of state-owned assets and the main problems of informatization construction,and the business process model of the supervision platform of state-owned assets informatization is established.This platform adopts J2 EE technology,uses SQL Server background database through B/S mode,designs the system database through E-R diagram and relational table,realizes an efficient database access system,designs the database security architecture of the system,uses Eclipse to edit,uses MVC to realize multi-level system structure,and develops and implements the information supervision of state-owned assets supervisory management platform.The functions of the platform include system management,basic information management,asset management and approval management.Aiming at the problem of batch adding and importing of state-owned assets in state-owned enterprises,this paper provides API to Java program to read and write files in Microsoft Office format through the open source project POI of Apache SoftwareFoundation,it can read Excel files and improve the efficiency of supervision.After the completion of the development of the supervision platform for state-owned assets informatization,the researchers tested the platform,which consists of two parts:function test and performance test,the test results show that the supervision platform for state-owned assets informatization meets the deployment requirements.The design can realize online management of state-owned assets,real-time monitoring of approval process,allocation of abnormal automatic reminder function,provide accurate,efficient,advanced and intelligent statistical analysis capabilities,provide various types of data for state-owned assets supervision departments,better make scientific decisions,and further realize efficient information-based supervision of state-owned assets.
