Research On Operation Performance Of Regional Archives Conservation Centres In G Province

Instead of the traditional qualitative methods on results assessment,modern performance evaluation management has been introduced to archives departments at all levels and fields,including archival protection and rescue.2006,The National Key Archives Rescue Project has been officially launched,while the Ministry of Finance and the State Archives Administration Bureau increased the financial support towards the national key archives rescue and protection.For the purpose of more comprehensively equitable funding arrangements,better national key archives rescue performance and improving the efficiency and quality,the G Provincial Archives Bureau set up several regional archives conservation centres since 2008.This article takes the regional archives conservation centres in G Province as the research object,by means of questionnaire,literature review,interview and etc,collects data and information about the operation management situation of the regional archives conservation centres.The article also tries to analyze the performance evaluation towards those centres from the perspectives of the Logical Model,which is composed of 5 dimensions,input,activities,output,outcome and impact.And it can help to point out the existing problems and causes through the analysis.According to the survey,the regional archives conservation centres held in G Province are mainly accompanied by unsecured funds,low quality personnel,extensive management methods,imperfect standards,single conservation method and weak regional impact.The causes of the above problems include the underestimation of the issues,the lag of professional training,the poor operation management mechanism and the lack of effective evaluation means.Based on the logical model analysis,this article proposes the following suggestions and strategies to improve the performance of the regional archives conservation centres in Guangdong.Firstly,enhance the recognition of the archival rescue and conservation.Secondly,update the concept of archival conservation.Thirdly,establish the notion of the scientific management.And fourth,combine different training modes flexibly.
