Research On Influencing Factors Of EPR Performance In Electrical And Electronic Enterprises Based On Fuzzy-DEMATEL

The practice of developed countries and regions such as Europe and Japan has proved that the Extended Producer Responsibility(EPR)system is an effective means to solve the problem of e-waste.EPR requires that the producer's responsibility for resources and environment of products should extend from the production link to the whole life cycle of product design,circulation consumption,recycling and waste disposal.In order to speed up the construction of ecological civilization and realize the green circulation and low-carbon development,and promote the supply-side structural reform and the transformation and upgrading of manufacturing industry,the General Office of the State Council issued The Implementation Plan of the Extended Producer Responsibility System in early 2017,which will take the lead in the implementation of EPR system in four categories of products,including electrical and electronic products and automobiles.Integrated Reform Plan for Promoting Ecological Progress and “No Waste City” Construction Pilot Program also clearly point out that the implementation of EPR system is inevitable.EPR is mainly promoted by the government,and some enterprises take the initiative to undertake EPR in practice.However,the effect is not good,which is affected by many factors.Most of researches are from the perspective of cooperation between the producer and a certain stakeholder,or the stakeholders involved in a certain life cycle stage of e-waste study the impact of recycling,and the exploration of influencing factors is lack of systematicness and comprehensiveness.From the perspective of electrical and electronic enterprises,this study will explore the key influencing factors and the relationship between them in the process of fulfilling EPR,in order to provide support for enterprises to optimize EPR behavior and government decision-making.Firstly,this paper introduces the concept of e-waste and EPR at home and abroad,and introduces the Life Cycle Management theory,Stakeholder Theory and Fuzzy-DEMATEL method.Then,it defines the content of EPR performance of electrical and electronic enterprises,introduces and analyzes the current situation and problems of EPR performance of electrical and electronic enterprises in China.Based on the life cycle theory and stakeholder theory,a comprehensive theoretical model of the factors affecting the implementation of EPR by electrical and electronic enterprises was established.The influence was established from five levels: electrical and electronic enterprises,sellers,consumers,recycling processors and the government.Next,according to the index system,the expert group is invited to judge the logical relationship between various factors,and the fuzzy set theory and the DEMATEL method are used to process the data of the impact matrix.The influence degree,the affected degree,the center degree and the cause degree of the influencing factors in the performance of EPR by the electrical and electronic enterprises are obtained,and the causality diagram is drawn,so as to determine the interrelationship of the influencing factors in the index system and key factors.The conclusions of this paper are:(1)Six factors,such as the completeness of e-waste management policies and regulations,the distribution of waste electrical and electronic products treatment fund,are the cause group factors,which not only significantly affect the whole system,but also greatly affect other factors.Nine factors,such as the seller's information sharing situation and the ability of the recycler to obtain funds,are the result group factors,which are easily affected by other factors and the system.(2)Five factors,such as the completeness of e-waste management policies and regulations,and consumers' habits of participating in the recycling of e-waste,are the key factors that affect the implementation of EPR by electrical and electronic enterprises.Finally,according to the analysis of the key factors,the paper puts forward countermeasures and suggestions for electrical and electronic enterprises to fulfill EPR.
