The Regulatory Governance Of Internet Live Broadcasting In China

In recent years,the rapid rise of the Internet live broadcasting industry,content violations also frequently occurred.Based on the consideration of ideological security,the state attaches great importance to the media attributes of the Internet,and the regulatory policies are constantly tightened,thus initially forming the authoritative regulatory governance model of "national deployment,local government cooperation,platform implementation,media and user supervision".The pattern on the one hand,inherited the heritage of traditional media system,the hereditary system management,on the other hand,in response to the challenges of information and communication technologies,break "layer type a dollar management" and "spreading/decentralized" contradictions between the countries on the basis of the integration of existing hierarchical resources,fully absorb the regulation of market and social resources,from "Single subject regulation" to "regulatory governance".Paper with virtual ethnography methods of observation,depth interview and the policy process analysis,draw lessons from the theory of regulatory governance,construct"the government regulation,platform,industry regulation,user regulation" ideal types,to our country the status quo of Internet broadcast regulatory governance and explain,to the realization of the multiple target as reference,find out the problems existing in the meantime,and advances some Suggestions for improvement.In the authoritative regulation governance model,the government,the platform,the host and user conflict with each other and depend on each other:the government relies on the platform of information/technical resources to carry out the regulatory policy,platform with government laws and regulations of the resources to strengthen the management of the anchor and the user,the user with community mobilization and the masses to report network regulation constraint actions of the host.This pattern of pluralistic cooperation presents a high-pressure situation of "strong supervision",which produces a elastic effect.However,in the long run,the effect is not good,which is not conducive to the realization of the pluralistic goals of national governance.In order to improve and perfect the governance system of Internet live broadcasting,while integrating governmental organizations and regulatory resources,the state should give the platform more discretion in accordance with the law,and put the protection of the basic rights and interests of individual network users on the policy agenda.
