Research On The Practice Of Community Library Service Standardization In Ningbo City

The standardization construction of grass-roots public library service is an important part of constructing modern public cultural service system,which plays an important role in speeding up the construction of modern public cultural service system.In recent years,with the continuous deepening of the construction of public library service system in various regions,the community residents' demand for convenient and high-quality reading services has become increasingly strong,and the development of grassroots libraries has been gradually incorporated into the overall planning of the system construction.Some local governments have made some explorations on the standardization construction of basic libraries in light of the weak links and key areas of the development of basic libraries in combination with the overall planning of the development of local library undertakings,and have made certain achievements.In 2016,Ningbo city carried out the standardization construction of basic public library services at the township(street)level.In that year,it formulated and issued the "code of construction and service of township(street)library",which provided a unified standard for the scientific and standardized measurement of the service level of township(street)library.This article try to Ningbo villages and towns(street)summarize the practice of library service standardization,carding and thinking,in Ningbo area community library service standardization construction put forward the corresponding countermeasures and Suggestions,to communities across the country and other areas of the implementation of the standardization of library services and provide reference to promote,for the service standardization work in the grass-roots library sustainable development.This paper discusses the service standardization construction of Ningbo community library through five parts.In the first part,the relevant concepts are sorted out and the definition of community library is clarified based on the related theories.The connotation of service standardization of community library is proposed,as well as the overall application scope of public goods,new public service system and the standardization system in public service.The second part,lists the basic practice of standardization of library service in Ningbo area from the whole,and discusses the effect of work.The third part reveals the phenomena and problems in the process of advancing the standardization of the services of the community library in Ningbo.The fourth part studies and analyzes the specific practices and relevant cases about the standardization construction of public libraries in domestic and foreign cities,and draws the experience that can be learned and used for reference in Ningbo.The fifth part,based on the successful experience at home and abroad and combining with the concrete practice of Ningbo city,puts forward the countermeasures and Suggestions to perfect the standardization construction of community library service.
