"Vision 2050 of Rwanda Government" will promote the development of e-commerce to the height of national strategy.At the initiative of the "the belt and road initiative" of the Chinese government,in October 2018,Rwandan President and Alibaba Group founder Ma Yun signed three memorandums of understanding be tween the Rwandan government and Alibaba,establishing Africa's first electronic world trade platform(eWTP)in Rwanda to help Rwanda obtain small and medium-sized enterprises to participate in cross-border electronic trade.However,for Rwanda,cross-border electronic commerce is a completely new concept.This paper first analyzes Rwanda's macro environment of developing electronic commerce in politics,economy,society and technology,and finds that Rwanda's favorable conditions for developing electronic commerce are mainly shown in the following aspects: first,Rwanda's political situation is stable and has a good business environment;Second,the Rwandan government is eager to enhance the country's comprehensive strength by developing electronic commerce.Third,Rwanda has high-quality agricultural products.Fourth,Rwanda has unique climatic conditions and abundant tourism resources.Fifth,English is one of the official languages of Rwanda.This article also finds that there are many obstacles to Rwanda 's development of electronic commerce,including: first,the lack of a legal system supporting the development of e-commerce;Second,the poor transportation situation restricts the development of the logistics industry.Third,the technological environmen t for developing electronic commerce is poor.Fourth,the international monetary transfer infrastructure is weak;Fifth,mobile payment has just started.Sixth,there is a serious shortage of tourism facilities.In order to promote the development of e-commerce trade in Rwanda,this paper suggests: first,to formulate a legal system for the development of e-commerce;Second,strengthen training and improve the ability of citizens to engage in cross-border e-commerce.From personal awareness,attitude and ability,in a specific living environment,the proper use of digital tools and facilities to identify,access,manage,integrate,evaluate,analyze and synthesize digital resources,build new knowledge,create media expressions and communicate with others,so as to promote constructive social action,as well as the ability and quality to reflect on this process,to enhance the digital literacy of Rwandans.Third,face up to the challenges facing Rwanda's current payment system and speed up the construction of a cashless payment ecosystem.Fourth,strengthen road infrastructure construction and promote the development of the logistics industry.Encourage the private sector to participate in investment in transportation,energy and infrastructure through PPP and BOT to alleviate the problem of insufficient funds for Rwanda government construction.The research in this paper will contribute to the rapid development of electronic commerce.It is also conducive for Chinese investors to understand the development environment of e-commerce in Rwanda.Through vigorously developing electronic commerce,I believe that with the help of the Chinese government and through cooperation with enterprises represented by Alibaba,Rwanda will definitely reach the goal of becoming a high-income country by 2050.
