A Study On The Management Of Public Financial Support For Agriculture In Haikou

Since the 1980s,with the gradually extending to the Department of public administration and being prosperous in Britain,the United States and other western countries,the business management theory which is referred to as the new public management theory,advocated to use the successful private sector's management methods and competition system widely in the public sector,pay attention to the output of public service,manage effectively.Based on the economic theory,explaining the public affairs from the perspective of business management,using mature business management methods and mechanisms to solve the problems of public affairs management,is a new exploration.At present,with the emphasis on agriculture,the financial support for agriculture is growing.However,the management is still in the initial stage,and has not yet formed a strict system.Because of the breakthrough in the field of financial support for agriculture,it is not limited to the traditional public management category,but also to the government,enterprises,social organizations,natural persons and other social actors.It will be more practical,feasible,and more advantages,to explain and resolve the relationship between the economic theory and the public management theory.Firstly,this paper introduced the research of the financial support for agriculture abroad,reviewed the research progress of domestic theoretical circles,and pointed out the deficiency of the existing research in theory and practice.Subsequently,taking Haikou as an example,summed up the domestic financial support for agriculture in the total investment,expenditure structure,investment fluctuations,financial decentralization,lack of supervision,unsound performance appraisal and other five aspects from data analysis.On this basis,analyzed the causes of the problems through policy formulation,policy implementation,policy supervision and other aspects.Again,introduced the management experience of financial support for agriculture in the developed countries and regions,such as the United States,Japan,Taiwan.And then introduced the success made by the World Bank and the Indian microfinance in agriculture related project management.Finally,put forward nine solutions to solve the problems of financial support for agriculture management through the formulation,implementation,and supervision of the policy.Through this study,we can broaden the perspective of the research on the management of financial support for agriculture,and help to provide more practical management suggestions,improve the management system of financial support for agriculture,solve the problems of agriculture,countryside and farmers.This paper mainly consists of six parts,namely introduction,literature review,analysis of the problems and reasons in Haikou public financial support for agriculture,the introduction of management and methods of improving financial support for agriculture in developed countries and regions,countermeasures to improve the management of financial support for agriculture,and conclusions of this study.
