Research On Farmers' Attitude Towards The Land Circulation Policy-Based On PLS Path Modeling

As the development of socialist market economy reform,the operating mode of decentralization and fragmentation brought by the traditional Household Contract Responsibility System can't adapt to the development requirement of modern agriculture.Land circulation in the countryside is the necessary road to modernization of agriculture.The government has introduced many rules and regulations to regulate the policy of land circulation in the countryside,encourage and support it.However,the land circulation in the countryside depends on farmers' attitude.Farmers' will for it comes from the recognition and judgment for the policy of land circulation,i.e.farmers' attitude towards the policy of land circulation.Therefore,this paper enriched the internal relation system of policy attitude theoretically,analyzed farmers' current recognition on the land circulation in the countryside realistically and provided useful suggestions for new modernizing agriculture development of the government.This paper firstly summarized related overseas and domestic articles on policy attitude,divided policy attitude into “cognitive attitude,emotional attitude and behavioral attitude”,analyzed them combining interview materials,divided cognitive attitude into two dimensions – “policy perception”and “policy judgment”,divided emotional attitude into two dimensions – “policy acknowledge”and“policy satisfaction” and established measurement table related to policy attitude.Besides,build concept model in accordance with articles and interview materials,and put forward 10 hypotheses.Secondly,through the pre-survey of 225 small sample data on the identification of variables and scale reliability validity of the test analysis,design and establishment of the farmers land transfer policy attitude related to the concept of measurement scale.Then,a total of 440 valid sample data were obtained by random sampling method,and operate SPSS,AMOS and SmartPLS software to analyze the collected questionnaires,inspect model and verify the researched hypothesis.Finally,the author puts forward some suggestions on how to improve the farmers' attitude towards land transfer policy,change the emotional attitude of farmers to land transfer policy,and standardize farmers' attitude towards land transfer policy.The research found that:(1)the influence of farmers' perceptive attitude towards the land circulation policy on their emotional attitude had significant positive correlation,however,the influence of policy judgment of cognitive attitude on policy satisfaction of emotional attitude is not significant;(2)the influence of farmers' emotional attitude towards the land circulation policy on behavioral attitude had significant positive correlation;(3)the influence of farmers' perceptive attitude towards the land circulation policy on behavioral attitude had significant positive correlation;(4)farmers' perception for the land circulation policy influenced behavioral attitude through the paths of policy satisfaction and policy acknowledge;(5)farmers' judgment on the land circulation policy influenced behavioral attitude through the path of policy satisfaction.The research also found that the individual feature of farmer,land resources endowment,etc.had influence on the cognitive attitude,emotional attitude and behavioral attitude of the land circulation policy.
