Research On The Audit Of The Natural Resources Assets Of Retiring Leading Cadres

The party's the sixth Plenary Session of the 18 th CPC Central Committee proposed to“ increase the resources environment audit efforts,and actively carry out the natural resource assets outgoing audit of leading cadres to promote and accelerate the construction of ecological civilization,to promote green development;strengthen the economic responsibility audit of leading cadres,to strengthen the restriction and supervision of power operation,promote the rule of law.”It can be said that the implementation of the environmental audit is a new requirement and new direction for the development of our country's economic ecology.This paper describes the background and significance of this research,and introduces the research results of the domestic and foreign leaders of the natural resources assets audit.This paper mainly introduces the related concepts of natural resource assets outgoing audit of leading cadres and the relevant theoretical basis,including audit theory,statistics,environmental resources value theory,cycle cost theory,econometrics and the theory of sustainable development.Then,this paper analyzes the current situation of natural resources assets of China's leading cadres audit,the leading cadres in our country natural resource assets outgoing audit mainly existed information collection difficulties,value evaluation is not accurate,the responsibility of vague definition of the main obstacles caused by the main reason of these disorders is a natural resource asset management system is not smooth,the audit professional lack of competence and relevant legal rule and accountability mechanisms,the lack of perfect evaluation index should be set up.Then this paper focuses on the analysis of a mayor of K city office of natural resources assets during the audit case,especially analyze the natural resources of the city mayor asset audit evaluation index,which is the core content of this article,is China's leading cadres of the natural resources assets and one weakness in the trial.In the end,the paper gives some suggestions for the problems existing in the audit of natural resources assets of the leading cadres in China,and points out the shortcomings and future prospects of this study.Hopethat through the study of this paper,it can provide a certain degree of help to the comprehensive promotion and implementation of China's leading cadres of natural resources assets outgoing audit.
