Research On The Supervision Of Scientific Research Funds Budget Implementation Based On The Informatization

As the primary productive forces,science and technology are the key factors to support the development and powerful of the country.The country pays high attention to research funding,which is strategic investment of improving national core competitiveness and building and innovation-originated country.Statistics show that China's investment in research funds maintains a high speed of increase.In 2015,China's investment in research funds has occupied more than 2% GDP.With the rapid increase of research funds investment,some problems in the course of implementation on research budget are becoming more and more serious.The Research corruption case of Zhejiang University PHD Supervisor stunned the nation in 2014.It has drawn great attention from the whole society about safe use of scientific research funds.Therefore,the relevant departments enhance research funding implementation supervision,including policy marking,organization construction,professionals participating and informatization.A dynamic supervision system of research funding implementation was built to guarantee safety,normalization and effectiveness.However,there are still some problems unsolved that hindering the investment efficiency during the cost of scientific implementation.In this paper,some countermeasure and suggestions are proposed to analyze the achievement and problems of research funding information system based on the practical experience,literature review,case analysis and comparative in term of supervision on policy,budget allocation unit,research unit and foreign outstanding cases.
