Study On The Problem Of 'Government-leading Bridge Loans' In China

Small and medium-sized enterprises' financing problem has been the concern of all sectors of society in China.The economy situation became worse in these days and capital chain rupture is important factor of small and medium-sized enterprises' bad loans.According to the growing commercial banks' bad loans and the problem of small and medium-sized enterprises' old and new loans to connect,government-leading bridge fund have been set up from place to place.How to solve the operational problems of government-leading bridge fund is the paper's main content.This paper introduce bridge fund's definition,classification and the reason for long-term use,analyze advantages and disadvantages between government-leading bridge fund and private-leading bridge fund by using comparative analysis method.The author went to a county-level city of Qingdao in Shandong province to do the data collection,issue questionnaires to the financial office leadership,staff and 48 corporate customer managers.In combination with the survey data in the county-level city of Qingdao in Shandong province,make comprehensive analysis of operational problems of government-leading bridge fund.The problems include great work load operating unit,lack of unified selection criteria of supporting enterprises,process design needs further adjustment,lack of checking procedures prior to using support fund,Entrusted payment link violate commercial banks' regulations,lack of linkage between different banks,fund scale can't meet enterprises' needs and so on.In allusion to the problem,make scheme design including aspects of operating unit,fund-raising and fund utilizing,sphere of application,process design,information linkage mechanism between banks.Analyze the feasibility of the scheme and possible problems.
