Study On Emergency Logistics Distribution Network Planning Of East China

The economic development of East China is in the forefront of the country.However,natural disasters occur frequently in East China,and the losses caused by natural disasters can not be predicted.The more economical developed areas,the greater economic losses caused by natural disasters.But at present,there are many defects in emergency logistics in East China.For example,the emergency material reservest is not sufficient,so that it is difficult to meet the emergency needs.The lack of overall planning on mergency material distribution leads to the confusion of the distribution of emergency supplies and so on.According to the "National Comprehensive Disaster Prevention and Mitigation Plan" which Ministry of Civil Affairs issued recently,we should strengthen the construction of regional emergency logistics,promote the capacity of disaster prevention and disaster relief in national key urban agglomerations,the important economic belt and the multiple disaster areas,to improve the efficiency of regional emergency relief.Therefore,this paper studies the emergency logistics distribution network in East China under the natural disaster,aiming to improve the timeliness and orderliness of the emergency logistics distribution,to improve the level of emergency relief in East China.This paper starts with the definition and characteristics of emergency logistics and distribution network,on the basis of analyzing the current situation and the existing problems of emergency logistics in East China to make planning for the emergency logistics distribution network according to location theory,public crisis management theory.First of all,this paper collects the data of six provinces and one city and the 77 cities in East China to optimize the location of emergency material reserve centers.It uses the location theory and the related calculation model to do the first site selection of the reserve centers which determines the candidate cities of each province where the reserve centers can be set up.Then it establishes the evaluation index system based on the factors that affect location for the second location of grey correlation degree with the method of entropy weighting to determine the provinces and cities that need to set up reserve centers.Thus,the location of two central reserve centers and the three newly added reserve centers have been formed.According to the result of location,this paper plans the distribution network of emergency logistics in East China.It describes the aim of the planning and the principle of the location of emergency distribution centers,then uses the LRP model and designs the genetic algorithm of NSGA-II combined with mountain climbing algorithm to determine the distribution route between emergency logistics distribution center and disaster relief point,this is the difficulty and the innovation of research methods of this paper.Ultimately it forms a complete distribution network on the basis of the existing reserve center with the date of East China and analyzes the network.The last part describes the operation flow of emergency logistics distribution network and the security mechanism in East China.There is practical significance and reference value in dealing with natural disasters,improving the efficiency of emergency logistics work and emergency relief in East China with the optimization of the location of emergency materials reserve centers and the emergency logistics distribution network,it also has great significance in the development of economic and the safety of the people in East China.
