With the continuous improvement of China's social development and the steady progress of urbanization,more and more people rush into the city and participate in the city life with diverse lifestyle,rich product and extensive spiritual entertainment,this is a great change of people's lifestyle brought by social development,which has also brought some of the potential crisis to the city's operation,because once sudden public crisis occurred,it will do harm to people's life and property to some extent.To investigate the public problem from the perspective of emergency logistics when the city encounter unexpected events,which means once the occurrence of unexpected events,we must regard to improve the utilization rate of resources and to meet the shortest time as a basic goal,so as to provide efficient emergency services,reduce the loss,and maintain the public security of people.Based on this situation,to analysis and solve the network optimization problem of city emergency logistics,as the main research focus,we must take the various uncertainty of city emergency logistics into consideration,and must determine the city emergency logistics distribution center location and the path planning of city emergency logistics reasonably,thus to provide significant support for the effective planning of the city emergency activities.Therefore,based on the research focus of the location problem and the routing problem,through the improvement of the location problem and the routing problem to provide the optimized organized scheme of city emergency logistics problem,and put forward the system planning of city emergency logistics problem from the perspective of system optimization.Finally,the fuzzy evaluation analysis is put forward to evaluation the city emergency logistics operation capability,to realize the right order of emergency logistics operation capability of the 5 decision-making units.This article is the main research content of this article through the analysis of the above four subjects.The research content of this article is based on the uncertainty of city emergency service when the emergency suddenly occur,to understand and analysis city emergency logistics problem from the perspective of the reality and overall optimization,which makes the research of this problem possess the widespread practical significance.First,this paper has generalized and explained the theory of city emergency logistics in some degree,then analyzes the uncertainty factors of the city emergency logistics system construction,and on this basis put forward the optimization target of city emergency logistics system to realize the unified coordination and organization optimization of logistics system,thus propose the optimization construction scheme of city emergency logistics system,and finally explain the function of each part by the application of frame map.Secondly,the paper has explained the theory of the location problem of city emergency logistics and highlight the focus of this paper,then analyze the key factors of city emergency logistics combined with the specific circumstances of the emergency,and put forward the optimization target location optimization.To meet the timeliness this paper regards the facility damage as the main uncertain factor,on the basis of that and put forward the robust optimization method to construct the two stage location model,so as to realize the strategy adjustment to some degree,and finally construct the corresponding algorithm to solve the model.Then,this paper has explained the theory of city emergency logistics distribution routing problem,and has given the corresponding definition on the basis of this paper's research characteristics,then analyzes the key factors of city emergency logistics routing problem,regards the shortest time as the optimization goal combine with the change of road network,afterwards designs the corresponding models,uses the genetic algorithm to solve the problem,and at the same time gives the example analysis.Finally,this paper analyzes the main factors that influences the city emergency logistics system capability,then construct the evaluation index system of this paper,afterwards evaluates the 5 decision-making units combined with the DEA method vaguely,through the quantitative and qualitative methods,this paper has compared the city emergency logistics system capability of this 5 decision-making units effectively.
