The country has held positive attitude to the electronic commerce in promoting commodity trading mode innovation,promoting local economic growth and etc since the introduction of relevant policies.Agriculture is the foundation of our country's economic progress and social stability who's development is highly valued.Rural economy has always been the weak link in China's economic development because of the slow development of information technology and the backwardness of economic development model.The popularization of e-commerce in agriculture which is helpful to improve the circulation of information in rural areas,update the sales mode of agricultural products,broaden the channels of employment and income growth of farmers,and finally realize the rapid growth of rural economy.Central document directly pointed out that to vigorously promote the'Internet +' modern agriculture,promote the transformation and upgrading of the whole industry chain of agriculture" in 2016.The guiding opinions of the general office of the State Council on accelerating the development of e-commerce in rural areas,and put forward the key task to improve the development environment of rural e-commerce.Developed social economy,mature trading market,perfect infrastructure and high-quality information technology personnel is undoubtedly the important conditions for the rapid development of rural e-commerce in various regions.However,due to the differences in the status quo of the rural economy,infrastructure,personnel,policy and other related areas,the future development potential of rural e-commerce will inevitably be affected.Therefore,based on the perspective of resources and environment,this paper analyzes the development potential of rural e-commerce in different regions,make clear the environmental advantages of each region in the development of local rural e-commerce,Finally,this paper provides suggestions on the optimization of the development environment and the improvement of the development potential of rural e-commerce.The main research object of this paper is the evaluation of the development potential of rural e-commerce in various regions.(1)Considering the theoretical basis and practical significance of evaluating the development potential of e-commerce in rural areas.(2)Analyzing the possible environmental problems existing in the development of e-commerce at home and abroad,especially in the development of rural e-commerce.(3)Describing the current situation and main problems of the development of rural e-commerce in China.(4)Establishing a comprehensive evaluation index system of rural e-commerce development from four aspects:rural infrastructure environment,rural government service environment,rural education resources environment,and rural transaction environment,combined with the authoritative data,the PCA-HCA model is established.(5)Combined with the results of the model analysis,making an evaluation on the development potential of rural e-commerce,and offering suggestions to optimize the development environment of rural e-commerce.The main conclusions of this paper are as follows.Firstly,factors affecting the development of rural e-commerce environment competitiveness mainly relates to the rural economy and the infrastructure construction environment,rural adult information technology training environment,rural information consumption environment,government service environment,among them,the rural economy and infrastructure construction have the greatest impact.Secondly,at present,the development potential of rural e-commerce in the region shows obvious geographical characteristics of the coastal better than the mainland and the East better than the west.And there are four types of rural e-commerce including comprehensive development type,economic advantage type,population advantage type,policy advantage type.Lastly,before the introduction of e-commerce into the rural areas,we should fully understand the importance of the economic,technological and human resources basis for the development of rural e-commerce,and especially develop the consciousness of farmers and stimulate the creativity of farmers,play a good role in guiding and promoting by government departments at the same time.
