In the financial system,as the main body,commercial banks have always played an important role,not only to assume functions such as funds raise,loans send,funds transfer and settlement and create economic benefits,but also revitalize the real economy and have effect such as to improve the efficiency.With the volatility of financial market and the deepening of financial globalization,more and more financial crisis have begun to emerge.Under the U.S.subprime crisis,Lehman collapsed,Citibank and HSBC also have been hit,partly exposed the defects of commercial Banks in the internal control management.After years of operation and development,industrial and commercial bank of China has gradually grown into the world's most important commercial bank,with the largest domestic scale and the most powerful state-owned bank.Once there is a risk,it will cause the crisis,and in the situation of economic integration,it will inevitably cause irreversible harm to the market economy,the financial sector and even the various industries.Therefore,to take effective internal control methods,establishing a good internal control environment,gradually improve the mechanism of the commercial Banks internal control system not only helps to improve the core competitive ability of commercial Banks,can also,in the event of a crisis to maintain commercial Banks stable operation.This article mainly analyze the present situation of internal control of Jilin branch Changchun division and tell the problems existing in the internal control mechanism,by studying academic field at home and abroad about the research on the theory and practice of the internal control.The mainly problems are that the organizational structure and personnel allocation is not reasonable,the executive effect is not perfect,information communication is not timely,and the compliance of internal control supervision and evaluation implementation does not reach the designated position.To some extent,there are weak links in management efficiency and management level,and the lack of internal control mechanism in key areas is not conducive to the healthy and sustainable development of ICBC.Based on the above problems,this article proposes four solutions: Firstly,adjust the organizational structure and personnel allocation of the business department and release human resources,then enrich the internal control line.Secondly,strengthen the execution construction of the internal control by taking the staff as the starting point and then enhance the consciousness of the internal control execution;Thirdly,optimize the construction of internal control information system of the Changchun division,comprehensively improving the information breadth and speed..It can ensure the information is timely and effective and build a real information bank.Finally,to carry out the internal control supervision and evaluation system and really apply the internal control management into daily practice examination,so that it will become an important part of adjustment of employee position and salary improvement and management appraisal.Safe and efficient internal control is the goal of the big commercial Banks have been looking for,hoping in this article,the industrial and commercial bank of Jilin province Changchun division will effectively solve the existing problems and provide the reasonable long-acting safeguard for the subsequent development.
