Chinese Provincial Fiscal Transparency Status And Influencing Factors Analysis

In recent years,more and more scholars have studied the fiscal transparency and realized the importance of exposing fiscal information to the public.According to the data of Chinese fiscal transparency,the fiscal information disclosure in 31 provinces have been generally low with a failed average level during 2009 to 2017.Too low fiscal transparency is prone to corruption easily,and it is difficult to guarantee citizens' rights of participation as well as information.Therefore,it is of great significance to further study the influencing factors of fiscal transparency of governments and then to continuously improve the level of fiscal information disclusure as well as build a sunny government.This paper uses the panel data of provincial fiscal transparency during 2009 to 2017,then firstly makes statistical analysis such as the production of data maps to show the degree and changes in the fiscal information disclosure,as well as analyze the reasons behaind them.This paper finds that in recent years Chinese fiscal transparency scores generally low,with a growing trend though;the level of fiscal transparency of different provinces vary greatly,with different provinces in different years are also quite different;the provincial differences in points fluctuate in different years;the fiscal high transparency and low partition dispersion.Then this paper conducts an empirical analysis based on these results,combining provincial officials'behavioral factors,provincial personnel changes and economic and social factors to jointly study the impact on provincial financial and fiscal transparency scores.This study finally finds that officials(governors)behavioral characteristics,provincial personnel changes and market-oriented index have great influence on provincial fiscal transparency.The details are as follows:The longer the official term,the lower the level of provincial financial transparency;the change of provincial governors will restrain the improvement of fiscal transparency score;Changes of provincial governors with the new governor from Central Government last year will actively improve the fiscal transparency of the current year,;market index is conducive to improving the provincial fiscal transparency.And the empirical results still show that the control variables of this paper-the economic level also has a strong positive correlation with the score of fiscal transparency,which is consistent with the result of Shanghai Public Policy Research Center of Shanghai University of Finance and Economics.
