Research On The Improvement Of The Performance Evaluation Of Special Fund Management For The Project Of Wenzhou Modern Agricultural Park

In recent years,the government of Zhejiang Province has continuously increased the budget for special funds for agricultural modernization.There are already 24 major modern agricultural park construction projects in progress across the province.However,many parks have major problems in special fund management,and the efficiency of special funds is far from government's expectations.Therefore,parks urgently need to construct a set of effective special fund management evaluation system,to satisfy the requirements of higher-level governments,to show the construction characteristics of each park,and to provide evidence for the allocation and use of subsequent special funds.The article firstly summarized the park construction and special fund management system,research results and implementation status according to time trail;then,using the new public management theory,stakeholder theory and control theory,the article theoretically analyzed the design principles of government service concept,performance evaluation target and performance evaluation indicators,at the same time proposed basic concepts of financial special fund management evaluation system.Secondly,the article analyzed the current status and problems of the special funds management evaluation system in Wenzhou Modern Agricultural Park.It was pointed out that the main reasons for the problems were the weak service awareness of performance evaluation,over-emphasis on economic efficiency goals,unreasonable design of performance evaluation indicators,and incomplete disclosure of information.Thirdly,the feasibility analysis procedure was optimized for the declaration process,and dynamic monitoring was proposed for using process.Meanwhile,the article proposed to increase the social and environmental benefits assessment targets for output process,and redesigned the performance evaluation indicators for the above three process.Finally,to ensure that the special fund management evaluation system can operate effectively,the article suggested to introduce project supervision system,to build construction performance evaluation cloud system,and to enhance the use of performance evaluation results.The innovation of the article is a specific performance evaluation system based on multi-dimensional and multi-link performance evaluation for Wenzhou Modern Agricultural Park,which will help guarantee the effectiveness and efficiency of the management of special financial funds,and is also conducive to smooth progress of the modern agricultural park construction.
